Council Minutes of 3-4-75 <br />Resolution No. 75-66 was introduced <br />A Resolution authorizing the Safety <br />police cars to replace present five <br />-7- <br />by Mr. West and given its first reading. <br />Director to advertise far five new <br />cars. <br />Resolution Na. 75-67 was introduced by Mr. Lampert, and given its first reading, <br />A Resolution authorizing the Director of Public Service to advertise for bids <br />for a combined or package insurance policy far the City of North Olmsted, and <br />declaring an emergency. Mr. Lent asked Last Director Garsau if under circum- <br />stances it should go on emergency. Law Director Gareau stated the only reason <br />he placed it on emergency was that it was requested to be dog that way; thinks <br />the Service Dept. indicated same urgency with respect to having specs, etc. Mr. <br />Lampert withdrew his motion to place on fist reading; and moved for suspension <br />of rule requiring three separate zeadngs. t~tion seconded by Kr. West. Mr. <br />Giessen asked why and what the reasons are for havizig it on emerg,~cy; and when <br />does insurance run out. Service Director Caster explained the specifications have <br />to be reviewed and updated. Last tame it was bid was 1971 and it will take quite <br />awhile and would like to give prospective bidders sufficient time to come up with <br />a good sound bid for overall insurance - which rotas out an July i, 1975. Mr. <br />Wilamosky asked if the specifications are Wait drafted and ready for presentation <br />to bidders. Mx. Caster stated they are about to be reviewed - they are not in <br />their final form - are not ready gat. Mr. Wilamosky questioned the need for <br />emergency clause seeing insur~ce is not expiring until 3uly 1, 1975; also section <br />1 of ordinance stipulates the specs are now on file in the office of the Director <br />of Public Service and apparently they are not; so to move ahead with suspension <br />of rules someone could not pick up s copy of the specs next week. Law Director <br />Gareau reviewed time schedule - talking about s four month period. Discussion <br />continued. Mr. Lampert stated his original question to the L+rw Director has been <br />answered. Mr. Lampert withdrew his motion for suspension of rule requiring three <br />separate readings.. Afr. West withdrew his second. Mr. Lieapert went back to original <br />introduction and placing Ord. No. 75-67 on first reading. <br />Resolution No. 75-68 was introduced by Mr. Lampert and given its first reading. <br />A Resolution authorizing the Service Director to advertise for bids for 5,500 <br />tons of asphalt, and authorizing the Mayor to contract for ssme, and declaring <br />an emergency. <br />Ordinance No. 75-69 was introduced by Mr. West and given its first reading. An <br />Ordinance authorizing the Building Co~.seioner to proceed with the demolition <br />or removal of the buildings on permanent parcel No. 233-25-1 on Lorain Rd. in <br />the City of North Olmsted. <br />Resolution No. 75-50 was introduced b~-•Mr Liwpextand given its first reading. <br />A Resolution authorizing the Director of Public Service to advertise fax bidQ <br />for liability insurance covering employees of the Police Force of the City of <br />North Olmsted for false arrest insurance. <br />Ordinance Na. 75-71 was introduced by Mr. Limgert and given its first reading. <br />An Ordinance es tab lashing increased rates to be charged by the Engiateering <br />Department in connection with inspection and setting of grade as well as charges <br />for reviewing subdivision plans, and declaring an emergency. <br />Under New Business: <br />Mr. Goggin referred to fatal traffic accident in City - a 14 year old young lady <br />,. ~ <br />
