Council Minutes of 2-18-75 <br />-9- <br />Ordinance No. 75-54 was introduced by Mr. Wilar~osky and given its first reading. <br />An Ordinance to approve, adapt and pact a new Traffic Code; to repeal ordinances <br />in conflict therewith; to publish the enactment of new matter; and declaring an <br />emergency. <br />Resolution No. 75-55 was introduced by Mr. Lietpert. A Resolution of commendation <br />for Charles "Bud" Best. Mr. Lie~ert moved fcrr suspension of rule requiring three <br />separate readings, seconded by Mr. West. Affirmative vote: Giesser, Coggin, <br />Limpert, Sariager, Sharpe, West, Willey. Mr. Limpert read res~alution in its <br />entirety. Mr. Lampert moved for adoption, seconded by Mr. West. Affirmative vote: <br />Giesser, Coggin, Lampert, Saringex, Sharpe, West, Wilamosky. Motion carried. <br />Res. No. 75-55 adopted. <br />Resolution No. 75-56 was introduced by Mrs. Sharpe. A Resolution urging cooperation <br />with and support of a county wide legislative effort to for~eulate eud effect hand <br />gun controls, and declaring an emexg+sncy. Ztrs. Sharpe moved for suspension of <br />xule requiring three saparaCe readis-ga, seconded by Mr. West. Mrs. Sharpe gave <br />reason for emergency clause: - deadline for required legislation is March 15, 1975. <br />ROLL CALL ON M©TION: Affira~ttive vote: Coggin, Saringer, Sharpe, West. Negative <br />vote: Giesser, Lampert, Wilasiosky. l~s No. 75-56 r+oeverted to first reading. <br />Mr. Giesser explained his reason for negative vote: by his costnents before he is <br />for some gun control legislatan;~~•aae n to pass a resolution that we are <br />going to cooperate with the County. feel we can participate i.n and cooperate with <br />them in drafting up samethi~g; also feel we on our owrt- should start o~rn investigation <br />and drafting up of our own lsgislation to effect some gun control. Mrs. Sharpe <br />stated that arty input that we could get from any outside source would be beneficial <br />to the City and if we do get our own legislation it would still be beneficial. <br />Mayor Christman asked Mr. Giesser if there would be anything wrong with at the same <br />time moving with the County on this as it sets up votes. Discussion continued. <br />Mr. Wilamosky suggested it 'go back to Cosr~ittee for further review and taken up <br />at next meeting. President O'~ieill stated it will ga back to Committee. <br />Ordinance No. 75-57 was introduced by Mr. West and given its first reading. <br />An Ordinance establishing the cae~lement of the Recreation Departe~ent affixing <br />the compensation to be paid the members therefore and repealing Ord. No. 73-77, <br />enacted July l7, 1973. <br />Under Old Business: <br />Mr. Wilamosky referred to legislation 75-49. Sometime ago he introduced legislation <br />requesting the State to take similar steps. At meeting referred to with Mr. Barrack <br />he did discuss what priority Lorain Rd. section in North Olmsted had -where is it <br />on 11st. Mr. Wilamosky wan informed that the State has been out in the City and <br />they did respond to the previous resolution; however, they felt there were other <br />areas in the District that required attention that were fax worse than areas in <br />our City. He did acknowledge that there are areas of Lorain Rd. and suggested <br />we send another resolution to them dseigQating eertain mess on Lorain Rd. - the <br />State may look at it a little sore favorably. Mr. Goggia will take rec lotion <br />into Committee. <br />Mrs. Saringer referred to legislat~:an 75-26 and stated she would like to have a <br />report from the Director of B Resources before eating on this legislation. <br />Discussed asking for volunteers and wondered if some of these volunteers could not <br />work in this position (aecre~tary? ox perhaps a pooling of secretaries from other <br />departments. <br />
