Council Minutes of 1-21-75 -4- <br />have two members on the save Board residing in very close proximity to each other - <br />not impuning the integrity of Mr. Olson -they both may encounter pressures on <br />issues or requests within the jurisdiction of the Board from that particular <br />geographical area. Mr. Wila~osky's csmcesn extended into the area of objectivity -- <br />whether ar not this in itself mlty aff~et total objectivity of the Board in matters <br />appearing before them. He cited the piers of the Board and stete~d to have 4O~ <br />of such members residing in such c]~sa proximity it may not in itself relay the <br />total interest of the co~anity aid affect the objectivity. It was the <br />decision of the majority of the Cd.ttl~t that the appointaeent of Mr. Olson be <br />approved. Mr. Wilamoaky on behalf of the Ctnaaittee and as Ctsairmsa moved for <br />the approval of Mr. Clarke Olson tv the hoard of Zoning Appeals with a term to <br />expire 12/'31/76. Negative vote: Wil b Yeats - 1 Nay -motion carried. <br />3) Committee reviewed request by Magner for appointment of Mr. Bernard Schulz to <br />the Board of Building Code Appeals with term to expire 12/31/79. Committee <br />recommends approval. <br />Mr. Wilamosky moved that Council atpprove the a~pantmeat of Mr. Bernard Schulz <br />to the Board of $uilding Code Apls-with a tetra to expire on 12/31/79, seconded <br />by Mr. Goggi.A. Affirmative vote: Giessen, Goggin, Lampert, Beringer, Sharpe, <br />West, Wilamx-aky. Motion carried. <br />4) Committee reviewed request by Mayor for the appointment of Mrs. Betty Whittlesey <br />to the Advisory Board of Departme~zt of Bumsn Resources. The Mayor indicated in <br />his request that Mts. Whittelsey would replace Mr. Mark Collier far a term of five <br />years to eacpire on 12/.33179. No. 74-25 and section 163.05 <br />A of Codii~ied Ordinances sets criteria for creation of Advisory Berard. Ord. IiO. <br />74-26 was adapted on May 21, 1974. Coveecl approved the appointaeent of Mr. Mark <br />Collier for a one year term on Bept. 3, 1974; as~d it was the opniau of the <br />Committee that the Law Deprertt be requested to reader a legal ogiaion aatxl <br />definition as to when the appo-intmEnt of Mr. Mark Collier was originally started. <br />'Have received that opinion end the Mayor and Committee ~.as been advised. Tt is <br />Law Director Gareau's opinion that Mts. Whittlesey could only be appointed for the <br />remainder of Mr. Colllier's term which would end on May 21, 1975. She be <br />appointed for a five year term, Aai Chaix~ean of the Legislation Committee, Mr. <br />Wilamosky's Committee will co~tic~e~r appointm~t of Mr+a •tihittlesey for the unexpired <br />term of Mr. Mark Collier if the Mayor wishes.
