Council Minutes of 1-21-75 <br />-9- <br />Ordinance No. 75-11 was introduced by Mr. Lampert and given its first reading. <br />An Ordinance establishing hospitalisation benefits for various city es~ layess <br />and declaring an emergency. <br />Under Old Business: <br />Mr. West discussed McKenaie Rd. aid asked Mr. Goggin referring to his report <br />on McKenzie Rd. drainage if he wasix~clnding the widening and repaving that the <br />County agreed to do last year which they did not do; also City had appropriated <br />$12,000 for our portion. Mr. Childs atate~d we are talking about Daly deepening <br />.t.he ditches on both sides of ~sie Rd. The Bounty is going to do the work <br />but we have to provide the ssateral. ter. asst asked win did the Cou~tty decide <br />they were not going to widen it. Kr. Cuter said ttu~ County was just to repair <br />the pavement after the drainage is xgsroroysd. The County did net int~tcl or they <br />did not indicate that they weld widen tfu; road. T4ay would ra~rar the berm and <br />repair the roadway after the drainage was installed. Mr. Want discussed the <br />berm oa this road has always beep a bons of co~ttentian - in the first place the <br />road is narrower than an ordinary read. At the ties this was discwRSad it was <br />Mr. West's understanding that the County said they could fix up the bero~ and <br />probably put asphalt on there which would in effect then widen the effective <br />width of the road. Mr. West requested that the County be asked again. <br />Mrs. Saringer referred to the legislation on utilities and cosstented that for <br />the last three years she has bee~a taking into her Coosaittee utilities aad has <br />been on committees that has t,aican her guide the coamunity. Wishes that President <br />O'Neill would consider putting utilities into a specific comed.tt~e. President <br />O'Nei11 referred to Rules of Grnmcil pertaining to Standing Come~ittees. This <br />was President O'Neill's reason far putting the legislation into Mr. Gc~ggin's <br />Committee and asking Mr. Wilaaiasky to see to it that it was iacorporeted in that <br />Committee in the future. Presd~t O'igrEitl commented that perha~-s scrore of the <br />Council Members are not aware of the fact that he proposed to the Legislation <br />Committee to do away with two of t:he Standing Cosa-ittaes and coc~xdiaate so that <br />the responsibilities of these taro committmss would be placed within 7 committees. <br />President O'Neill explained hie regions for this proposal. <br />Mrs. Saringer referred to ~.no. 75-10 cad commented to her this is vc;.rpr:~• <br />ineffective and feels this would be reg~ctried as junk mail because it is not being <br />specific -only telling the P.U.C.O. to da something that they already,:do. <br />Mr. Wilamosky submitted to Clerk of Council the 1ega1 opinion that he discussed <br />with the Legisliition Canm~ittee with requuest that copy be made available to Council <br />and Administration if requested. <br />Mr. Wilamosky discussed Ord. No. 75-9 and asked how was it determ#.ned the needs <br />of the new Director -did he submit a budget, etc. to the Finance Coasaittea. Mr <br />Lampert said the Mayor presented it to the Finance Committee. Mr. Wil~osky <br />discussed the auto expose - $1,Q00. Zt is his understanding when we talk,~out <br />auto expense we talk about mileagtu and not a flat fee of auto expenase of $~~.,• <br />Thinks it would be paid on a monthly bads. Mr. Lampert explained this figure is <br />a tentative figure put into the budget. It does not necassarilq teen t~-t $1,000. <br />has to be used for that particular item. Zt is no differ~t that ~y of the other <br />appropriations that is put into the budget. Zt is a set amount ttt~:•asde for a <br />specific thing - if it is not used it: can be tradsferred to another area. Mr. <br /> <br />
