Minutes o= Council Meeting 12-'1-lti _2_ <br />tax duplicate. The Director of this unit. will also have direct supervision <br />over the WEB Narcotic Unit which will consist of 3 undercover agents. By combiaing <br />these 2 units under one director and utilising the grant monies, North Olmatsd's <br />financial contribution to the WEB Narcotic Unit for 1977 will be $11,644.64 if the <br />present proposal is approved by the Council of Govexameat. The W~ Chiefs of <br />Police have approved this proposal. The Council of Gav+srnmsat will be meeting <br />on that in the near future and Mayor feels it is a good use of the Council of <br />Government and the WEB unit. <br />Service Director Caster coanented Council is in receipt of his memo of December 2nd <br />and would like to comment on following legislation: 1) 76-178 and 76-179 are <br />authorizations for the Mayor to make application and enter into a contract for <br />projects which we have already applied for, i.e., a new service facility and the <br />expansion of the Rec Complex. These are quick type great applications and if we <br />are approved for the grant ws will have 90 days to start construction; <br />2) regarding 76-180 - the legislation that we had originally dust authorised the <br />Mayor to apgly for an application for the grant; it did not authorise him to sign <br />the contract which is what this piece of lag#slation doss; <br />3) 76-181 and 76-183 authorizes the Metyor to enter into an agreement with Koster & <br />Associates. Koster had a preliminary study made in 1973 on the service codex <br />which was preempted by the Recreation Complex. These pieces of legislation are for <br />the Mayor to enter into a contract which is a requisite of the grant application; <br />4) have no comment on 76-185 unless the Lai- Diredtor wishes to make comments on same. <br />This legislation deals with certain purchas+sa at the Treatment Plant and we are <br />holding up invoices. In deference to the vendors would like to have that expedited <br />as quickly as possible. <br />City Engineer Childs reported: 1) would like to bring Council up-to-date on the <br />very recent developments that have transpired in our efforts to arrange for the <br />cleaning of the drainage ditch west of Latuag Drive. Mr. Childs stated he <br />contacted Weatlake's Service Birector, Mr. Joe Skodis, yesterday Nho informed him <br />that they have done some cleaning of that ditch in recent weeks. Mx'. Ghilds and <br />Mr. Weldon inspected the ditch and can see a lot of additional cleaning that is <br />necessary to get the ditch into the condition that they would like to see it. After <br />numerous conversations yesterday and today with Mr. Skodis, have arrived at an <br />agreement whereby Westlake will authorise tlua cleaning of the ditch and give us <br />permission to go in and do it, but our own Service Dept. will actually do the work <br />and working that way, hope to get it cleaned and finished within the next two weeks. <br />Would like to emphasize for the record that nobody expects that cleaning the ditch <br />is going to eliminate the flooding prable~ - it is going to help but it will not <br />eliminate it. <br />Law Director Garesu reported: 1) have had recent activity on the lawsuit with <br />respect to the odor at the Sewage Treatment Plant. Tomorrow one of the defendants <br />is taking depositions of the various plaintiffs in that case. Aa Law Director <br />Garesu previously indicated the class action was not appropriate so consequently <br />each one of the plaintiffs in that case must prove their damages and prove that <br />they have suffered from the odor; <br />2) have conferred recently with the Building Commissioner with respect to violations <br />of the Building Code relating to the new automobile ageaciss displaying their <br />merchandise within the 50 ft. This is a problem that is going to have to be <br />xesolved in one of two ways and it is going to take some input of Council to resolve <br />phis.
