council Minutes of 12-7-76 -8- <br />Resolution No. 76-184 was introduced by Mr. West. A Resolution accepting the <br />mounts and rates as determiNnad by the Budget Comsisaion and authorizing the <br />necessary tax levies and certifying them to the ~Couttty Auditor. Mr. West moved <br />for suspension of rule requiring three separate readings, seconded by Mrs. Sharpe. <br />Affirmative vote: Beaty, Boehsar, Saringer, Sharpe, bleat. Mr.' Wiest moved for <br />adoption, seconded by Mrs. Sharps. Affirsative vote: Beat;, Boet~airar, Saringer, <br />Sharpe, West. Motion carried. Ras. No. 76-18k adapted. <br />Mr. Boehmer moved to amend the Agsa~da to include Ord. Mo. 76-185, seconded by <br />Mr. Beaty. Affirmative vote: Beaty, Boehmer, Saringer, Sharpe, W+e:t. Motion <br />carried. <br />Ordinance No. 76-185 was introduced by Mr. West and given its first reeding. <br />An Ordinance ratifying and confirming the purchases of hydrogen peroxide (Tysul) <br />which were used on an experismatal basis over a period of approximately one <br />and one-half years at the Sawa Trw-tmsnt Plant. President Lia~ert referred <br />same into Environmental Control Cosraittse. <br />Under Old Business: <br />Mr. West referred to commuaicatioa with respect to "no smoking .area" to be <br />designated in public buildings. President Limpert referred same into Public <br />Safety, Aealth & Welfare Committee. <br />Mrs. Saringer requested to continue discussion with respect to bus runs. Mr. <br />Beaty asked Mr. Zoldesy to give a brief sumrary of his traffic study. Mr. Zoldesy <br />detailed the passenger survey that was taken. Lengthy discussion ensued with <br />respect to number of people standing on bwes; the need for more equipment; <br />complaints that have been received by Mrs. Saringer. Mrs. Saringer asked if <br />we can't appeal to RTA to give better service, sapeci811y during rush hours; <br />Mr. West discussed the need for more aquip~eat. Mrs. Saringer discussed getting <br />signatures oa petitions if necessary. President Lampert suggested representatives <br />from RTA come out and liaise to the complaints and if Members of Council wish to do <br />so, a meeting will be called for that purpose. <br />Mr. Boehmer referred to a traffic light at Dover Center Rd. sad Brookpark Extension, <br />stating he has had nuaerous complaints sad there have been accidents there in the <br />past year. Mr. Boehmer requested this be taken into proper Camaittee. Mr. Boehmer <br />also requested the speed limit on Dover Center Rd. be reduced to 25 aph and stated <br />reasons therefor. President Lampert referred both requests into Transportation <br />Committee for study. <br />Mr. Boehmer discussed with the Mayor the possibility of a Juvenile Court in <br />North Olmsted. Mayor Christman stated the basic requirements for the court has <br />been reviewed but he does not know of any facilities and aa3a~ed for suggeatioas. <br />Mr. Boehmer referred to City owned vacant house - Mayor explained the f'inaace <br />Department will take over Chat house sad the Dept. of Rumen Resources will take <br />over the building that housed the Finance Dept. along with the Purcbasiag Dept. <br />Mr. Boehmer suggested the rooms now being used by the Dept. of Human Resources. <br />Law Director Gareau explained the hearings conducted at Juvenile Court are private <br />sessions and commented on facilities that are needed for such private sessions. <br />President Lampert referred same into Public Safety, Health S Welfare Committee for <br />review. <br />Mr. B~ty requested Safety Director Carnahan to give Transportation Committee a <br />recomo~ndation on the reduction of the speed limit on Dover Center Road referred <br />to and commented there are traffic surveys gos.$ back to '74 with respect to a <br />traffic light at Dover Center Rd. and Brookpark 8xtension. <br /> <br />
