Council Minutes of 1G-•~ •-76 -2- <br />Mrs. Beringer, Chairman Streets & Drainage Committee, reported meeting was held <br />October Z, 1976, im®ediately following point meeting with &-vironmen:tal Control <br />Committee. Following items were discussed: 1) storm easement for Anthonq and <br />Isabel Russo. Committee approved same and request Law Director to prepare the <br />necessary legislation; <br />2) rear yard drainage problem on Bristol Lane: The people went ahead and had a <br />contractor correct the problem and new they are asking the City to participate by <br />paying a share of the cost amounting to $44fl. Mrs. Beringer stated she believes <br />it should have been referred to the Committee before the woxk was done, however, <br />Committee recommended the City share the cost if Finance Committee approves; <br />President Pro Tem Saringer referred same into Finance Committee. <br />3) sidewalk repair program: the inspection is co®pleted and sidewalks in need <br />of repairs have been identified; haa+~tver, the names and addressed have not been <br />completed for mailing. Hopefully letters will be sent out by November and the <br />work would be done June 1, 1977; <br />4) Committee was given an update on smoke testing program: to date 1,927 resideaces <br />have been tested. It is important that this program be completed in its entirety, <br />that includes the re~asining people to be notified end the follow-up if it is to be <br />successful. Understands the list was turned over to the Law Department of people <br />who would not comply. President Yro Tem Saringer asked Law Director Gareau status <br />of same. Law Director Gareau stated he has conferred with the Prosecutor and will <br />probably wait a short period of time to see whether or not there have been any <br />add~,tional changes and than go forward and prosecute. Will be preparing complaints <br />on those after conferring with Service Dept. to see whether or not the status is <br />still the same as it was when list was submitted. <br />5) Earlier in the year, a letter was sent to the County Engineer with respect to <br />putting in turn lanes at Claque & Lorain Rds. A reply has been received that they <br />are prepared to recommend to the County Commissioners the i~rovement of Glague & <br />Lorain Rds. intersection providing certain requirements are adhered to - one of <br />these being that the City participate financially. Committee will request a letter <br />be sent stating we are acceptable to the idea; however, we want to know dust how <br />much it will cost the City before we enter into any agreement. <br />Mr. Beaty, Chairman Transportation Committee, reported Committee met September 27, <br />1976, and reviewed and revised the ordinance for compensation for the bus line <br />and drivers and maintenance employees; <br />2) discussed stop signs which has been referred to Committee: Committee rer}uested <br />recommendations from the Traf€ic Department and have been advised that partially <br />due to a recent court decision plus their feeling on it - they did not think we <br />should install a stop sign at terse particular locations. Coms~ittee decided if <br />there is a need for a stop sign at a location where the Traffic Department has <br />recommended against it - to request a letter from the howaers association or a <br />petition of the local people, and explained reasons therefor; <br />3) are awaiting for a legal opinion from Law Director before any action is taken <br />with respect to the ordinance to provide for installation of a traffic signal at <br />intersection of Decker and Lorain Rds.; <br />4) request a new appxopriation ordinance for the bus line - will get with Law <br />Director on same. <br />President Pro Tem Saringer verified with Mr. Beaty that before the legislation for <br />stop signs is put back on reading the Committee would like either a petition from <br />local people or a letter from homeowners association. Mr, Beaty affirmed same. <br />
