A T <br />Council Minutes cf 1C~•~5-76 <br />-3- <br />Mr. Boehmer, Chairman Intra Governmental Relations & Legislation Committee and <br />Public Safety, Health & Welfare Committee, reported that on September 22, 1978, <br />Asst. Chief DeWerth, Captain Limpert, Safety Director Carnahan and Mr. Boehmer <br />went to Columbus to view the new rescue squads coming off the assembly line and <br />were very impressed. Expecting delivery of the ambulances cm Friday and Mr. <br />Boetm~er is going to try to have one at City Hall at next Council Meeting for <br />public to view. <br />Mr. Wilamosky, Chairman Finance Committee, and Long Range Planning .Committee, <br />reported the Finance Committee has discussed the request by the Law Department <br />to amend the organizational chart of that department to provide for a part time <br />clerk at $3.25 per hr. with the Federal Government, under a program, paying <br />75X of that amount. It is the Committee's recommeadati:a that the Law Department <br />Organizational Chart be amended to include a part time law clerk. Mr. Wilamosky <br />discussed how this will help the Law Department and the cost to the City; <br />2) the Finance Committee het jointly with the Environmental Control Committee, and <br />all City Officials that were present at that meeting were advised by Mr. Wayne Kuhn <br />of McDonald & Co. that the estimated receipts - revenues during 1977 at the <br />Treatment Plant will not suffice to cover and pay for all of the expenses that <br />are anticipated to be incurred during 1977. Mr. Kuhn stated that it was his <br />estimate that an additional $b30,000 will be necessary to cover all of the expenses <br />and that also includes all of our debt service. Tt was computated that the <br />current sewer charge of $7.45 per thousand cu. ft. of water would have to be <br />increased by approximately 64X or $4. more per thousand cu. ft. of water. It <br />would be increased to a total, as stated by Mr. Ruhm, to $11.45 per thousand cu. ft. <br />Mr. Rut~.n further stated that he estimates in 1978 we again will rsquire as <br />additional $97,004 to cover expected increases for operaticros of the Plant and <br />Systems. Mr. Wilamosky commented on .alternates with regard to the purported <br />deficit of $634,400. Thinks we are going to have to look forward to a possible <br />consideration of an increase in the sewer charge as indicated by Mt. Ruhr of $4. <br />per thousand cu. ft.; We can also evasider using a portion of our General Fund <br />money in conjunction with a s~asller increase in the sewer charge. Mr. Wilamosky <br />stated here again with the possibility of taking from General Fund mrmies we will <br />have to look into what other. sexvicea would be affected by taking aaray from the <br />General Fund. We do anticipate an additional revenue in 1977 because of the <br />revaluation but had also met and have discussed ideas and uses for the additional <br />revenues we-had anticipated receiving. At this time there is no final determina- <br />tion as to how the situation will be handled, but are continuing to work on it <br />and will be reporting on same. <br />Mrs. Sharpe, Chairman Building, Zoning & Development Committee, reported this <br />Committee met on September 27, 1976, also in attendance were Law Director Gareau, <br />Councilman Boehmer and Mr. Pxokasy, Chairman Planning Commission. Meeting was <br />called specifically to start work on salvaging parts of the Cos~r+ah~sive P1aa <br />and Code, and to initiate legislation for an Architectural Review Board. Cosmaittee <br />and all present were fa agreement that we proceed with legislation immetdiately for <br />an Architectural Review Board and same is on first reading tott.~t; <br />2) Committee discussed possibility of hiring a City Planner. Mrs. Sharpe has <br />been in contact with Mr. Bob Hill of Dalton, Dalton, Little & l~awport, and he will <br />meet with the B. Z. ~ D. Co~.t.ttee on October 13, 1976, 8:40 P.M., City Hall. If <br />Committee is in agreement to hire a City Planner we will proceed on that basis. <br />At future meetings will be discussing certain viable portions of the Code and <br />making recommendations and changes; <br />3) scheduled a B.Z. & D. Committee meeting on October 6, 1976, 7:30 P.M., City <br />Hall. At this meeting under discussion Daly will be new buildings and engineering <br />pleas; <br />
