Council Minutes of 9-21-76 _2_ <br />Mr. Beaty, Chairman Trstnpporaatiou Committ®s, ~e~ortad : 11..ca.-~ii.-~,~~76 g avua~ber <br />of Council Members, Mayor and people ~rflm the bus line met with retpreaentatives <br />of various schools. The main group was from Magnificat Sigh School. Under dis- <br />cussion was the addition of bus service to some of the schoc~s in the area; <br />many points were brought up. As a result of that meeting, have added a bus <br />directly from the west end of the County out here to Magnificat Sigh School <br />and also a bus returning in the afternoon. Also under discussion were I.D. <br />cards which eventually will be mane up by RTA but at the present time all <br />students are to receive the 13Q fare with or without cards; <br />2) there was also a request to look Into an additional run to the Sigh School <br />for Barton and Bradley Road area and the feasibility of same is presently being <br />studied by the bus lice; <br />3) on 9-14-76 Committee met with the Drivers Committee of Bus Line and Management <br />of Bus Line. Under discussion with the Drivers Com~eittae was pay raise to keep <br />them in Iine with RTA; switching over to the RTA form of longevity; different ways <br />to handle seniority; scheduling, etc. Legislation is being presented tonight; <br />4) Committee discussed a number of stop signs. Have since received letters from <br />the Safety Department with recommendations which Committee will discuss at next <br />meeting; <br />5) requested legislation authorizing Service Director to advertise for bids for <br />two new cars for the bus line. <br />Mr. Wilamosky, Chairman Finance Committee, reported Committee recommends Ord. No. <br />76-137 be adopted which is on agenda this evening. This ordiaaace provides for <br />the paving of the parking lot at the A,ec Complex and because of the time of the year <br />Committee feels it is important to get the paving now and not have to wait until <br />next Spring or Summer. Will be requesting suspension of rule requiring three <br />separate readings. <br />Mrs. Sharpe, Chairman $uilding, Zoning & Development Committee, stated the <br />following: "As Chairman of the B.Z.&D. Committee, I feel it incumbent to express <br />my feeling and observations regarding Ord. No. 75-218. This evening we will be <br />voting on a Comprehensive Zoning Plan that has been is the preparation stages <br />for over two years. It is an important decision, long in the making and much <br />thought, time and moneq have gone into it. I will be voting No on this plan. <br />But before I do, I want to make it plain that my vote means more than dust a <br />resection of all planned zoning for North Olmsted. My vote means that I realize <br />we must consider the Comprehensive Plan as a total package. This is unfortunate <br />since it includes a new zoning code as well as the new zone map. It includes an <br />architectural review board, which I feel is essential to controlled growth. In <br />my view, the zoning map provided too much restriction in existing commercial zones. <br />When property use is restricted, property values drop and when property values <br />drop the tax duplicate suffers, and so do taxpaying homeowners. Taking commercial <br />potential away from laced and replacing it with office and apartments, is to me <br />unacceptable. The kind of public reaction we have heard, as well as the information <br />we have gathered in the course of our study of the plan convinces me that this type <br />of use restriction is unhealthy and not in the best interest of the people of <br />North Olmsted. Some councilmen have said we should postpone voting on this plan <br />until we have tried to make our own imprvvemsnts and until after the Novewber <br />election which will feature a charter amendment for ballot rezoning. T think the <br />voters want to know howtwe stand sad where we intend to go from here. Bq post- <br />poning and send the Comprehensive Plan back into committee we place it back on <br />second reading and must go through another Public Hearing on a matter I consider <br />old business after tonight. There are good sad bad features in the Comprehensive <br />Plan, but I am convinced we must dispose of it as a whole before we can begin to <br />
