Council Minutes of 8-17-76 ^S- <br />Ordinance No. 76-125 wts introduced by Mrs. Sharpe. An.Ord~inance establishing <br />the organizational chart of the Fire Department, sitting forth the coaplement <br />of the Pure Department, aoxd establishing the salaries of the Mashers of the !'ire <br />Department while on duty for the City of North Olmsted, and repealing imance <br />No. 75-103, and declaring an emerg+~cy. Mrs. Sharpe aarwed for suspeasicm of <br />rule sequiring three separate readi>~egs, seconded by Mr. West. Affirmative vote: <br />Beaty, Boehaer, Goggin, Beringer, Sharpe, hest. Mrs. Sharpe aged for adoption, <br />seconded by Mr. West. Affirmative vote: Beaty, Boehaer, Ge~gin, Beringer, Sharpe, <br />West. Motion carried. Ord. No. 76-125 adapted. <br />Ordinance No. 76-126 was introduced by Mrs. Sharpe. An Ordinance establishing <br />the organisation:and composition of the Police Department: salaries and various <br />benefits for the Members of the Police D~artmcat: various rules, regulations <br />and employee rights and repealing E~din+mce No. 75-10~i, enacted June 4, 1975, <br />and declaring an emergency. Mn. Sharpe mawct for suspension of rule requiring <br />three separate readings, seconded by Mr. West. Affirmative vote: Beaty, Boehmer, <br />Goggin, Beringer, Sharpe, West. Mrs. Sharpe acted for adoption, saco~ed by Mr. <br />West. Ms. Goggin disused whsthsr there was a FinBaace Cv~sittee meeting on this, <br />the Bill of Rights and if Council Coamittee had anp objections. Mars. Sharpe <br />stated there were no objections. It ass explained how the Bill of Rights was <br />drawn up. Roll Ca11 on Adoption: Affirmative vote: Beaty, Boehmer, Goggin, <br />Sarittger, Sharpe, West. Motion carried. Ord. No. 76-1Z$ adopted. <br />Ordinance No. 76-127 was introduced by Mr. Boehmer and given its first reading. <br />An Ordinance to approve, adopt and enact Chapter 513 of the General Offeetses Code <br />of the Codified Ordinances to repeal ordinances in conflict therewith and to <br />publish the enactment of new matter, and declaring an emergency. <br />Under Old Business: <br />Mrs. Beringer referred to problems with the incinerators at Delmore Apartments <br />over a period of years. Out of 17 incinerators 12 are in violation. Mrs. <br />Beringer asked the Law Director if there is anything that would prohibit us from <br />citing them under our ordinance and asking them close these down. Lsw Director <br />Gareau :has talked to the Building Commissioner and has prepared the necessary <br />paper work and sent it to the Prosecutor. <br />Mr. West announced an Environmental Committee meeting on either August 30th or <br />August 31st depending on when the people can get together. <br />Mr. Beaty referred to last Council Minutes wherein the north-south Kennedy Ridge <br />was put back into Committee for study and he understands from Committee report <br />they recoaeead not paving this north-south section.. Mr. Beaty stated as he <br />understands it, this is an administrative decision and he wcwld lime to express <br />his opinion again that it very definitely needs to be paved and he would hope <br />that the Administration would use their jixlgment in making this decision on paving. <br />President Limpert referred to complaints regarding weeds by Mrs. Newmann and a <br />neigt~or at last Council Meeting. President Lampert received from Mrs. Sharpe <br />a cosm<mication from the Building Department as to what has been accomplished <br />and Council received a letter from the Service Director as to what that department <br />has accomplished. <br />~.r Mr. West asked Mr. Caster status of new buses. Mr. Caster said the new buses <br />are on the line -first bus should come off August 25th and it will be about <br />the middle of September when all 17 will be ready. <br />
