Council Minutes af-~3-2-76 -3- <br />Mr. Goggin, Chairman Recreation, Public Parks & Buildings Committee, reported <br />the Parks & Recreation Commission tins recommended changing the structure of the <br />salary ordinance for er~lgyems at the Rec Center placing all positions into a <br />specific pay range. The Recreation Coms~ittee of Council agrees with these <br />changes and would like to recoasend Council a~-proval. Have sent this to the <br />Finance Committee for their rsriew and sage is on firsx reading; <br />2) received late this afternoon a report~~~ the xec Centex: had asi~ed them <br />to compile February's revue and the total revenue for the month of February <br />ie $53,477. <br />Mrs. Beringer requested a copy of the financial report of the Rec Center. Mr. <br />Goggin said samm will be distributed to all of Council. <br />Mr. Beaty, Chairman Transportation Commrittee, stated Safety Director Carnahan <br />covered a great deal of Mr. Beaty's report. The Transportation Committee met <br />on February 25, 1976, and there were discwsions on leg. No. 76-23 and 76-24, <br />both of which are on first reading. The Committee approved both of these pieces <br />of legisaltion. One piece of legislation deals with the upgrading of our traffic <br />control signs to new State standards by weans of participating in a state funded <br />protect in which the Sate would provide 90X of the necessary monies. The other <br />piece of legislation is a Reso3.ution of Cooperation with tea State in which they <br />will come in and provide material and labor for thermoplastic markings on our <br />streets at crosswalks; channelzation lanes, etc. This will be at no cost to <br />the City; <br />2)other discussion was conducted on the addition and removal of a couple of stop <br />signs in certain residential areas; no decisions were made. <br />President Lampert referred Res. No. 76-23 and Ord. No. 76-24 to Mr. Wilamosky, <br />Chairman Finance Committee. Mr. Wilamosky asked will the State also provide <br />manpower far the installations. Mr. Beaty stated no - not on the signs. This <br />is something we are going to have to do eventually when we upgrade the signs to <br />State standards. <br />Mrs. Saringer referred to traffic survey on Walter Rd. which was referred to <br />Transportation Comittee last year; and asked if there has been any action take#t <br />on that. There is legislation to go to the State and it was awaiting a survey <br />and Mrs. Saringer is requesting action on same. Mr. Beaty to take this up at <br />next Transportation Committee meeting. <br />Mr. Wilamosky, Chairmen Finance Committee, reported Committee is in report of <br />the Mayor's proposed expenditures for the City for 1976. Before the Committee <br />makes any recom®endations the Comsittee wishes to meet with the Administration <br />and Department Heads for a narrative discussion of-the Mayor's proposal, and <br />scheduled a meeting of Finance Committee and Administration on March 6, 1976, <br />11:~ A.M., City Hall; <br />2) Committee reviewed a request for additional temporary appropriations as <br />listed in Ord. No. 76-27 an agenda and Committee recommends approval of same; <br />3) Committee reviewed requests by the Service Director asking for authorization <br />to advertise for bids far the purchase of gasoline,. diesel fuel, motor oil, <br />sodium aluminate and chlorine and Committee recommends same and legislation for <br />same is hereby requested; <br />4) Cosmittee has been advised that the City has received a bill from Mr. Willi~a <br />T. Jackman, Traffic 8ngineer, for a traffic survey which he made last year on <br />the proposed Brookpark Relocation. The survey was authorised by Council on <br />6-17-75 and Committee recpmmends transfer of $800. to the Traffic Engineering <br />
