Council Minutes of 2-17-76 <br />-2- <br />of variances - special permits would have to be granted under variances and/or <br />zoning would have to take place. <br />Mr. West moved Council go on record as wanting to pursue elderly housing for <br />the City of North Olmsted, seconded by Mr. Beaty. Mr. Coggin comaanted he <br />saw this briefly at B.Z.bD. Goamittse meeting the other evening and the question <br />in his miser is not as much the fact that it is elderly housing but he r rs <br />the acreage to be bigger. This is 3 acres now - the same number of suites was <br />for the larger acreage. Mr. Beaty stated he believes in the original plan it <br />did include an area directly to the north. Mr. West and Mayor explained what <br />tranapire~. Mr. Coggin state if the motion is just to indicate our intentions <br />for elderly housing he would have no objection. Mr. Coggin verified the only <br />thing we axe doing with the etotion is the intent to have elderly housing period; <br />and this is not to imply in any~-ay that this project is acceptable. <br />Roll Call an Motion: Affiraative vote: Beaty, Boeltt:er, Coggin, Saringer, Sharpe, <br />West. Motion carried. <br />3) Congress has passed the Public Works Bill; the President has vetoed it, but <br />it is predicted that it will be coring out of Congress over his veto. In order <br />to take advantage of this, ur~Isrstands we have to be able to get under construction <br />in 90 days. Last Fall Mrs. Sharpe introduced a resolution authorising applying <br />for funds for a service garage facility under this bill. Inas~ch as it is <br />becoming closer to being a reality thinks that Council should undertake several <br />steps: (a) consider location - there is city owned land at Barton ~ Breadley RdB. <br />or it is possible there may be fuswls available for acquiring a new site; but <br />again it has got to be under construction in 90 days. .This is his understanding. <br />(b) thinks we should hire stt azchitect to stake the preliminary steps ready to move. <br />Koster made a study in 1972-1973 on a service garage facility so that he is <br />familiar with what is needed and ws do have that report. Would Like to recom~tend <br />that we contact him with idea in mind that we be ready to make emergency appro- <br />priations to hire him to start work on this project in order to have the construc- <br />tion started in 90 days. Feels this should be considered and watching closely <br />what is going on in Congress to see if an ~eergency meeting is needed to pass <br />legislation to get started on this; <br />4) met with Mr. Wayne Kuhn of MacDonald & Co. on February 9, 1976, to discuss <br />situation in Sewer Revenue Fund regarding Ord. No. 75-204 which went into effect <br />February 1, 1976, increasing the sewer rate by SOS per thousand cubic feet. He <br />indicated the fund balances do show that far at least a 50C increase and possibly <br />more. These studies are being finalized and will be reported on in the future; <br />5) recognised Chief of Police Taylor in avtdience. Chief Taylor called the Mayor <br />today and informed the Mayor that he had received a letter from the State of Ohio, <br />Department of Liquor Central, regtucding the renewal application for liquor permits <br />at the Black Lite, 31535 Lorain Rd. Mayor read letter which stated the application <br />is refused and rejected upon the basis of the Department's findings set forth: <br />The North Olmsted Police Depart~tt formally objected to the renewal of the permits <br />on the grounds that the es~loyses of the permit premises are engaged 1n the sale <br />of narcotics, or were othex+Kise uaed~irabls individuals to be on a permit presses <br />and submitted information, dataiisd in the letter, in support of their objections. <br />In light of these facts the Dspaxtsmnt,finds that the application corporation is <br />no longer a proper entity to exercise permit privileges. Mayor stated it brings <br />good news to him and is aura that the Police Department's work will be a little <br />easier now; <br />6) submitted proposed expenditures for the City for 1976 to Council.
