Council Minutes of 2-17-76 -3_ <br />are estimated receipts and balance at January 1, 1976. There is a deficit <br />balance of $312,052 in the General Fund. Mayor proposes that Council reduce <br />the income tax credit from 7SX to SOX for one year only. RiTA estimates this <br />action would bring in $235,000 if retroactive to 1-1-76. This leaves a further <br />deficit balance of $77,052 in the General Fund which he proposes be met out of <br />General Revenue Sharing Fund. In the proposed appropriation he has indicated <br />6X wage increase for all City employees and other miscellaneous items as noted. <br />Submits this to Council for their review. <br />President Limpsrt verified that copies have been turned over to the Finance <br />Committee. <br />Service Director Caster reported: 1) on 2-13-7b took bids on new buses. Have <br />not had a real chance to analyze the bids against the Grant and what it would <br />cost RTA if we took alternates as far as air conditioning, and other features <br />of buses. Wi1I be able to have an analytical report ready far Council within <br />a few days. Are trging to arrange a meeting with RTA to get their comments on <br />which direction we should go; <br />2) re yesterdays storms - received 65 to 80 complaints and most of these were <br />on storm water backups; such things as street flooding; direct storm backups <br />into basements; many area drainage problems - complaints on swales, yard flooding, <br />etc. The sanitary backup co~rplaints were minimal and thinks this is directly <br />attributable to the maintenance program that is being pursued. Would like to <br />extend thanks to employees in the Service Department, Sanitary Systems Crew <br />and Wastewater Treatment personnel for all of their work. <br />Mrs. Beringer, Chairman Streets & Drainage Committee, scheduled a Streets & <br />Drainage Committee Meeting on February 25, 1976, 7:00 P.M., City Ha11. <br />Mr. Goggin, Chairman Recreation, Public Parks b Buildings, reported Committee <br />met on February 10, 1976, and discussed a fence around the Recreation property <br />and asked Bngineer Childs to get figures on 3900 ft. of fencing. Engineer Childs <br />did so, sad a b ft. high chain link fence is going to cost about $17,400, and <br />it is Committee's recomsendation that due to the fact that there are so much <br />problems going on there with the neighbors that they are experiencing -the <br />Finance Committee take this under consideration and move quickly on it before <br />Summer comes and pass this very quickly. President Limpert referred same <br />into Finance Committee. <br />President Limpert referred proposed garage facility Mayor referred to in his <br />report into Recreation, Public Parks & Buildings Committee. <br />Mr. Beaty, Chairman Traaspartation Committee, reported Committee attempted to <br />meet on February 9th, but was unable to because of other Committee meetings. <br />Will reschedule another meeting next week with the Clerk. Service Director <br />Caster covered what Mr. Beaty was going to say with respect to the bids on buses <br />and will be in contact with him regarding that. <br />Mr. Boehmer, Chairman Intro Governmental Relations & Legislation Committee and <br />Public Safety, Health ~ Welfare Committee, scheduled a Legislation Committee <br />meeting on February 23, 197b, to discuss HJR 80 which is on property tae structure <br />and if ~ssible ~rould like Representative Rocco Colonna in attendance, and requested <br />Clerk to contact Mr. Colonna to ascertain ahea he would be available. <br />2) The Public Safety, Health & Welfare Coamittee met sad discussed application for <br />....: ,,, <br />
