Council Minutes of 2-3-76 -8-
an emergency. Mr. Boshser moved for suspension of rule requiring three separate
readings, seconded by Mrs. Beringer. At this time Mayor Cbristmam addressed
Council regarding this ordinance stating it appears that this would be a
reduction in the actual revenues to the City by a certain amt amd wondered
if Council had considered what this amount might be should this B.J.R. ~ bs
successful sad go onto the ballot and be passed by the peogle of North Oleested,
and asked if anyone has a dollar value for this.. Mayor C~catsan'referred to
Council Safety Rapart requesting additl fireman; additions]. galicemen and
additional equipsent. Further, our ability to issue debt is based on our tax
duplicate; our ability to ogerate flue City is based on quite a bit the real
estate tax - taxes, and thinks that be!'+are this is passed on esarffiancy th+e Council
of this City should know in a d+~rllars amd ce:rts field dust wb~tt this eight mean
if it should be passed. Mr. iiilsstosky asked the Mayor if he bas figures as to
what the varisace might be. Mtyoz had rough figures regarding our tax duplicate
for this year: Our residential duplicate is 99 million dollars. it is presently
at about 33 1/3X of its saYket valve. W~s;:would be lowering that to 25X or
roughly to 75 million dollars. This is a reduction of 24 million dollars in
tax duplicate that if you apply 12.1 mills on it, it is $312,UOO. Mayor dose
not think that if the cossmercial property ie at 33 I/3X and went to 35X that
the increase will be of such a significance to offset it; and knows that our
industrial tax duplicate going Eros around 33x to 44X definitely would not
offset it. Further, thinks we would be in very serious financial condition if
such a proposal would pass. Mayor coesented there are some joint resolutions
in the Beasts and the flows Which bas got him very concer~wd, as to the p~tic
nature which the Legislature is looking at the property tax question in Ohio.
Mayor stated from a practical gcint of view be thinks if we want to continue
to provide the services to the pecM-le of North Olmsted in ease sort of a level
in which we are providing toes now - we certainly should Zook at mere we are
going to get our monep in the future; and he would not j~ on such a proposal
that Res. No. 76-16 preswta unless he could determine haw it would affect the
revenues of the City is coning years.
Mr. Boehmer stated tivhat the Mayor has said makes a great deal of sense and
Mr. Boehmer withdrew his lotion to swpend the rules on Res. No. 75-18. Mrs.
Saringer withdrew her second. Imo. Bosbaear glared R+es. No. 75-15 on first
reading. President Pro Taal 8aringer referred Res.
