Organizational Meeting of Council I-6-76 -4- <br />Law Director Gareau stated we are not under Roberts Rules; however, perhaps the <br />Organizational Meeting is going to have to adopt a rule with respect how to run <br />their own organization. <br />Mr. Wilamosky said with all respect to the Director's comments and Mr. Beaty's <br />motion and the second made; in all fairness to everyone we proceed with that <br />motion. Temporary Chairman Saringer stated she thinks it is a matter of urgency <br />that we do not delay this pending question and there is a motion on the floor <br />and seconded and if there are no further question will have a roll call on the <br />motion. <br />Mr. West asked which motion. Temporary Chairman stated motion on the amendment <br />to Rule 13 amending the Rules of Council and adopting Rules of Council. Mr. <br />Wilamosky stated that was his motion but in relationship to the comments made <br />by the Law Director asked Law Director Gareau if he suggests that in good practice <br />and in good parlimentary procedure that we move ahead with the motion that was <br />orginally on the floor or the motion that was made by Mr. Beaty. <br />Law Director Gareau said Council is in a unique position whereby Council can <br />determine its own rules which govern them so consequently under this set of <br />circumstances thinks the determining factor as to whether or not you will be <br />ruled by Roberts Rules of Order or whether you will be governed by your own <br />action with respect to moving forward on the first motion is something you are <br />going to have to determine within your own organization. Consequently, at this <br />particular time you cannot have Roberts Rules of Order governing you because you <br />have not adopted any. <br />Temporary Chairman Saringer again stated there is a motion on the floor and <br />seconded. Mr. Wilamosky stated it is his motion. <br />Mr. Beaty stated he would like to make a formal objection to the way this is <br />being handled before it goes to a vote. <br />ROLL CALL ON ADOPTION: Affirmative vote: Boehmer, Saringer, Sharpe, Wilamosky. <br />Negative vote: Beaty, Goggin, West. 4 Yeas - 3 Nays - Motion carried. Rule <br />13 of Rules of Council amended and Rules of Council adopted. <br />Mr. Goggin stated he would like to restate his motion of nominating Mr. West <br />for President of Council Pro Tem, seconded by Mr. Beaty. <br />Mr. Boehmer moved to nominate Mrs. Saringer for President of Council Pro Tem, <br />seconded by Mr. Sharpe. <br />Temporary Chairman Saringer stated there being no other nominations these <br />nominations are closed. Temporary Chairman Saringer stated each Member will <br />respond by stating the name of the candidate of his choice. <br />Roll Call for President of Council Pro Tem Beaty - West; Boehmer - Saringer; <br />Goggin - West; Saringer - Saringer; Sharpe - Saringer; West - Abstained; Wilamosky <br />- Saringer. 4 votes for Saringer; 2 votes for West; 1 Abstained by Mr. West. <br />Temporary Chairman Saringer is President of Council Pro Tem for 1976. <br />The organizational meeting ended and Regular Meeting of North Olmsted City <br />Council commenced. Organizational Meeting ended at 8:24 p.m. <br /> <br />
