Organizational Meeting of Council 1-6-76 -3- <br />Mr. Beaty stated he would like, before he would vote on something like this, <br />to look it over closer and see what the ramifications are of the proposal. <br />Mr. Beaty asked to see the motion. Mr. Wilamosky repeated the motion. <br />Mr. Beaty asked what the first paragraph of Rule 13 reads originally. Temporary <br />Chairman Saringer read Rule 13: Standing committees: Not later than the second <br />meeting of Council after its organization, the President of Council shall appoint <br />nine standing committees of three memebers each, of whom the first named member <br />shall be chairman. In the absence of the chairman, a quorum being present, <br />a temporary chairman shall be selected by a majority vote of the members present <br />who shall preside until the chairman appears. He shall discharge all the duties <br />and be clothed with all of the powers of the chairman during such absence. The <br />names of the committees and the subject matter which shall be referred to them <br />shall be as follows: " <br />Temporary Chairman Saringer stated she thinks it is quite obvious that the <br />Committees appointed as they were - there has been dissatisfaction; and there <br />has been a motion to change Rule 13 to give the majority party the power to <br />select their committees and their chairman: and there is a motion on the floor <br />and a second. <br />Mr. West stated he would like to remind everybody that the Charter states <br />actions of Council will be in writing. There is nothing in writing here - <br />thinks this is being taking very lightly and if the majority of Council wanted <br />to present this in an orderly fashion the least they could have done is to do <br />what we do with all other legislation - have it 24 hours so everyone could see <br />same; and apparently the intent was to sneak it through and give no one a chance <br />to do anything. Mr. Wilamosky objected to the comments made by Mr. West; stating <br />this was presented at the organizational meeting before many people who reside <br />in the City. <br />Mr. Beaty moved to table the motion, seconded by Mr. West. <br />Mr. Wilamosky stated the motion to lay on the table comes under Council Rules <br />Rule #35. We must first adopt those rules before that motion is applicable. <br />Mr. Beaty stated that is not true. <br />Law Director Gareau stated the motion to lay on the table would take precedence <br />over any action on the floor at the particular time and naturally it can be <br />voted upon. If the motion does not pass then you proceed with the action that <br />is presently on the floor. <br />Mr. Wilamosky stated Rule ~~35 that the Council of 1975 adopted made reference <br />to motion to lay on the table. Law Director Gareau stated that is correct but <br />we are not operating under any rules now. Mr. Wilamosky asked whether or not <br />the motion made by Mr. Beaty is applicable to this situation. Mr. Beaty asked <br />if we are under Roberts Rules of Order or how are we operating. <br />
