Organizational Meeting of Council 1-6-76 -2- <br />motion. Technically when Council starts out in a new term an Organizational <br />Meeting should be held and it is Mr. Gareau's understanding that the motion <br />to amend the Agenda is for that particular purpose - then that would be in <br />proper order. Technically at this particular time we do not have any Rules <br />of Council to go by until you ratify and confirm Rules, so you would have <br />no .provision for President of Council Pro Tem because the Charter of the <br />City of North Olmsted doesn't provide for it. <br />Mr. West stated we have no Agenda either because we do not have an <br />official meeting so to say that we are going to amend the Agenda before <br />we have an organization does not mean anything anyhow. Law Director Gareau <br />stated you can move to have an Organizational Meeting prior to going into <br />the Agenda. Mr. West stated that is what he thought we were doing now; <br />that is why we have a Temporary Chairman - not to discuss the order of <br />business tonight but to have an Organizational Meeting which does not need <br />an agenda. <br />Temporary Chairman Saringer asked Mr. Beaty if he would withdraw his second. <br />Mr. Beaty declined. <br />Mr. West moved that the Council of North Olmsted for 1976 and 1977 now <br />proceed with the Organizational Meeting, seconded by Mr. Wilamosky. <br />Affirmative vote: Beaty, Boehmer, Goggin, Saringer, Sharpe, West, Wilamosky. <br />Motion carried. <br />Mr. Wilamosky moved to ratify and adopt the same Rules of Council as the <br />Council of 1975 with the exception of Rule 13 and includes within this <br />motion request that we strike out the first paragraph of Rule 13 and insert <br />in its place: Standing Committees: The majority members of Council who <br />are members of the same political party shall serve as a nominating committee <br />and shall appoint nine standing committees of three members each, of whom <br />the first named shall be chairman. In the absence of the chairman, a quorum <br />being present, a temporary chairman shall be selected by a majority vote of <br />the members present who shall preside until the chairman appears. He shall <br />discharge all the duties and be clothed. with all of the powers of the chairman <br />during such absence. Not later than the second regular meeting of Council <br />after its organization the nominating committee shall report out to Council. <br />The nominating committee shall appoint its own chairman. The names of the <br />standing committees and the subject matter which shall be referred to them <br />shall be as follows:" Motion seconded by Mr. Boehmer. <br />Mr. West stated this is really amazing that it was only in November where <br />Council just adopted Rules of Council that Mr. Wilamosky's Committee brought <br />to Council and this provision was in there and it seems all of a sudden now <br />what has been good for the last twelve years is suddenly no good and asked <br />what is the reason? <br />Mr. Wilamosky stated he thinks at the time the Legislation Committee reviewed <br />the Rules of Council - and he believes the Committee concurred and reported <br />out to Council that the Committee would continue to review if necessary and <br />make recommendations as the Committee saw fit. This motion did not come from <br />the Legislation Committee - it is not the recommendation of the Legislative <br />Committee.
