Council Minutes of 12-20-77 _2_ <br />of the year because of some additional deliberation which is necessary by the <br />Committee and the firemen are aware of this; <br />2) Committee discussed the org~izational Chart of the Law Department and <br />recommends the following changes: increase for Assistant Director of Law (Civil) <br />from $5,000 to $5,300 effective 1-1-78; increase far the Assistant Director of <br />Law (Prosecutor) from $5,136 per year asd $2I. for each Not Guilty pies he <br />attends to on behalf of the City to $5,56A. per year and $22. #mr each Not Guilty <br />plea he attends to on behalf of the City; increase in the Law Department's <br />general office expense which also iacltdes secretarial expanses from the current <br />$6,220. per year to $7,200. per year effective 1-1-78 because there has not been <br />an increase in this line item since 1972. The Law .Director met with Committee <br />and informed Como~ittee that the Federal Work Study Program t5at Council ncor- <br />' porated within the organisational cfi~art of the Law Department under t3rd. No. 77-~1~.3, <br />is a program fcr professional graduate students whereby the Law Department could <br />hire them but Commiittee has been advised that this has been impractical end very <br />unworkable. Committee reco~aends a change that would provide that should the <br />Law Dspartasnt be unable to hire soasbody from the ~+ederal Work 3tudq Program that <br />the Law Director have authgrity to hire a clerk outside of the program at a rate <br />of pay fro~a $3. to $4. per hour. Camsittae will be requesting suspension of rule <br />requiring three separate readings on aa~re. <br />3) will be requesting suspension of rule requiring three separate readings on <br />Ord. No. 77-199 which permf.ts the schedule of tap-in charges to be effective <br />1-1-7s; <br />4) will be requesting suspension of ru],e requiring three separate readings on <br />Ord. Na. 77-197 which is a transfer of appropriations ordinance which is necessary <br />to pay bills be#ore 12-31-77. <br />Mrs. Sharpe, Chairman Building, Zoning & Deveiopment Committee, scheduled a <br />B. Z. & D. Committee Meeting on r ~$, 1977, at 7:i5 P.M., City Hall, <br />and requested Law Director, Mrs. Braokahire to be is attendance. Also requested <br />Clerk to notify property owners of Oring Bd. who would be concerned with request <br />received by Committee with respect to Oring Rd. Mrs. Beringer asked if the <br />Committee will be discussing the A ~ P Store and whether Mrs. Sharpe had received <br />a call from a resident on W. 231 St. Mrs. Sharpe stated she informed Mr. Herman <br />she will notify him when the Committee discuses it. <br />Mr. Went, Chairman. 8nvironmental Control Committee, reported Committee met on <br />December 13th and discussed Ord. No. 77-101 which pertains to the aswunts of <br />phosphates in soaps.. atu3 deterg~sats. It was a well-attet~sd meeting and Committee <br />is recommending that Ard. No. 77-198 on agenda tonight be passed under suspension <br />of rules requiring three separate readixq~s so that it can head off Ord. No. 77-101 <br />wh#ch takes effect 1-1-78. The amended ordinance refers only to soap and laundry <br />detergents and excludes all other soaps and detergents and still limits the phos- <br />phates, There are low phosphate soaps and detergents available for laundry but <br />Coaaaittee found that there were none for dishtrashing and that is why the limitation <br />wars taken out of that. <br />People addressing Council <br />Mr. Bill Bruton, 4577 Kew Drive, addressed Council with respect to the status of <br />Mill Rd. sidewalks.
