Council Minutes of 12-20-77 <br />-4- <br />Ordinance No. 77-197 was introduced by Mr. Wilenwsky. An Ordinance to sake <br />appropriations and to transfer appro~gratiot~s for current expenses and other <br />expenditures for the City of ~rrh Oleplt+~xi, Ohio, for the year eQdiag Dec r al, <br />1977. Mr. Wilsmosky moved for suspessian of rule requiring throe separate <br />readings, seconded by Mr. West. Affirmative vote: Beaty, r, Fairfield, Beringer, Sharpe, West, <br />Wilamosky. Motion carried. Ord. No. 77-I97 adopted. <br />Ordinance No. 77-198 was introduced by Mr. West. An Ordinance enacting a revisQd <br />Chapter 747 of the Codified Ordinates of the City of North Olsmtsd entitled <br />"Water Pollution Control" and reapoaliag Ordinance No. 77--101 and declaring an <br />emergency. Mx. West moved for su~~-e:eson of rule requiring three separate <br />readings,-seconded by Mr. Wilamosky. Affi~tattive vote: Beaty, r, Beringer, <br />West, Wilamosky. Negative vote: Fairfield, Sharpe. Mr. West moved for adoption, <br />seconded by Mr. Wilamosky. Mr. Fa3.rf~.eld stated he thinks the industry has doua <br />very little about it - they have chatitgs~ their soaps but have not cha$g+sd their- <br />dishwashing liquid. Think if comities are going to keep cooperating with them <br />they are going to see no reaso~t to chaa~e this. It is a pollutant - they have then <br />warned over 10 years ago: thitsdcs spate comities are going to have to take a send <br />on it in order to force the issue: 1-~r. Fairfield asked for a loo vote on changing <br />this ordinance: feels 77-101 is a good ordinance and thinks the soap industry should <br />comply. with same. Mr. West comiasted this would be fine if we were penalizing <br />the soap industry but we are not - we are penalizing the people living in the City <br />of North Olmsted because there is no substitute and they do have to go outside of <br />the City to buy it in ordex to gat their dishes, etc., clean: Plus the fact that <br />in restaurants where they cannot get the dishes clean we then have a health haeard: <br />at the aeeting literature was shin where the phosphates have been substantially <br />reduced; it is just that they have not found a dishwasher or industrial soap and <br />detergent that will do the job ae+d preserve our health: believes our health is a <br />lot more important to the residents than trying to get back at some industry. <br />Mrs. Beringer commented she has spoken to several chemical engineers in the pest <br />couple of weeks and was in#ormed that they have been working and have not fou~ld <br />anything to come up with without p~-splutes, and these people are not in the soap <br />industry. Mr. Wiiamosky stated the Coswrttee was concerned with providing the <br />City with legislation but yet wit~ut causing the residents any problems whether <br />it be health or anything else: if there was anything that could be substituted <br />for dis~ashing detergents .that ,ire nca- used that would possess the phosphorus <br />lava,:,-that could be found acc+sptable ~+e would have left the ordinance as is, but <br />under the conditions that the-a~tufacturexa have left us with w+e really do not <br />have arty alternativsbut to t~ os~inabes to provide for as Mr. West indicated, <br />a laundry deterg~t to provids for the cleaning of dishes. <br />Roll Call on Motion to Copt Qrd.
