Childs and Mr, <br />Caster. Order discussion wan gas. No. 77-176 which is on second reading, with <br />respect to a sidewalk ase xesn$ay ~.d=e gd. that was not included is the repair <br />prograa. Committee agreed to tl~e repla-cem~et of the sida~-alk; <br />2} Porter Road Culvert - the repair of that culvert south of Lorain Rd. Would <br />like to ask for legislation to adwnctise for bids for material and labor; <br />3) our sidewalk repair program is only 35X complete at this time end probably will <br />not be eoempleted until next Spring; <br />4) the street resurfacing is cos:plated for this year. All of the streets that were <br />requested have been resurfaced including Bailey, Louis sad South Canterbury; <br />5) discussed the improvement of Cl Road north of Lorain: the County tells us <br />that if we would conduct the study ourselves that it would perhaq~s speed up the <br />project; however, Committee did not feel that we wanted to expend the funds and <br />still have not a guarantee when it would get done. <br />Mr. Fairfield, Chairman gecrsation, Pub13c Parks ~ Buildings Cosseittae, reported <br />Recreation Committee held a meeting on October 22, 1977, on the senior citizen <br />center. At meeting many people were in attsAdancs: the Cosmttee, the people from <br />the Department of Human Resources, end Mre. Basinger. Heard report from Mx. <br />Copeland wherein they did a study a~- the best location for the canter. After much <br />discussion in looking at the layout pres+eseesd it looked like North Olmsted Park <br />would be the best place for the senior ce+ntar. Ia the meantime, with Mayor <br />Christman's help they located some area in the Great ~rtham Snapping Center for <br />temporary headquarters for the sa.or citisens. Legislation is being introduced <br />tonight with respect to lease agretaemt for the te~arary headquarters and, also, <br />legislation authorizing the Mayor to hire the services of an architect to do the <br />plans for the Community Cabin. <br />Mr. Wilamosky, Chairman Finance Committee and Long Range Planning Comani.ttee, <br />reported Finance Committee met and discussed request of Safety Director for a <br />transfer of funds of $154. from the Building line item 'sewer B plumbing' to line <br />item 'organisation and travel'. Committee has no objections and requests the <br />Finance Department to prepare the necessary transfer ordinance; <br />2) also discussed demands of the Police Department with respect to wage negotiations. <br />It was discussed at the meeting end during the last police negotiations the Finance <br />Committee worked with and in cooperation with the Administration and intends to <br />continue this to provide for a fast a~ul equitable .conclusion to negotiations. <br />A meeting date of November 17th hes not pet been confirmed with the Police Dept. <br />but should that date be unacceptable we will meet whenever it is possible; <br />3) also in receipt of a list of negotiable items from the Fire Department gsgstiating <br />Committee and request the Clerk to foxward same to the Administration for their <br />recommendations. A meeting is to follow; <br />4) Committee wanted to discwe the balance of appropriations - the encumbered funds - <br />but the Finance Department did not have these figures prepared. The Committee <br />respectfully requests the Finance Hspartmsnt provide those figures to Committee as <br />soon as possible; <br />5) Mr. West will report out oa his ~vironmental Control Commmittee meeting with <br />
