Council Minutes:. .i: iii-lts-77 <br />-2- <br />Mr. Boehmer moved Council does not abject to the applications for C-1 and C-2 <br />liquor permits to Minottis Shops, Inc., dba Minottis Drive Through ~+everage, <br />27100 Lorain Road, seconded by Mr. West. Affirmative vote: Beaty, r, <br />Fairfield, Sarin$er, Sharpe, West, Wilanosky. Motion carried. <br />Mr. Wilamoeky, Chairman Finance Gossi.ttee and Lang Frm-ge Planning Co®mittee, <br />reported Finance Commiatee met and discroseisd following items: <br />1) Ord. No. 77-165 which provides for organisation and composition of Folice Depart- <br />ment. Would like to amend the ordisumce by increasing the hourly rate of School <br />Guards from $2.25 to $2.50 with an effective date of 12-1-77. This was discussed <br />with Administration and both Finance Committee and Administration concur and <br />recommends the change. <br />Mr. Wilamosky moved to amend Section 1 (A) of Ord. No. 77-165 and as amended <br />shall read as follows: "School Guards $2.50 per hour - effective date 12-1-77". <br />Motion seconded by Mr. West. Affirmative vote: Beaty, Boehmer, Fairfield, Beringer, <br />Sharpe, West, Wilamosky. Motion carried. <br />2) Ord. No. 77-170 - Memorandum of IInderstastding with respect to the Service <br />Dept. and Treatment Plant eegaloyees: the Coas~ittea has no objections and will <br />be requesting suspension of rule requiring three separate xeadings tonight on <br />Ord. No. 77-i70; <br />3) Committee discussed a nu~ober of requests from the Safety Director: <br />Safety Director has advised Com~.ttee that additional appropriations will be <br />necessary for repair of roofs at both fire stations and the repair of a hot water <br />boiler; Coasei.ttee recommend $1,300. be appropriated to Fire Department lice item <br />Station Maintenance; <br />k) Committee recommends that $4,457. be transferred to Police Department line item <br />Police Equipment. Sometime ago the City espanded that aaxrunt for the purchase of <br />walkie-talkies and the City was re~ursad through a federal grant in the saesa <br />amount: would like to put that money back into the original line item from which <br />the walkie-talkies were paid for; <br />5} the Fire Department has had two new firemen sworn in recently with the third <br />to be sworn in in the near future: The Committee recapends an additional <br />appropriation of $9,581.25 be made for fire wages; and $900. increase in clothing <br />allowance in that particular line item; along with $1,022. for protection equipsient <br />such as boots, coats, helmets, etc. Committee requests the necessary legislation <br />be drafted for those line items; <br />6) Committee recommends that an additional appropriation be made for wages for the <br />Director of Human Resources. Committee discussed with the Administration and <br />concurs to increase that amount of appropriation by $250. for the balance of 1977, <br />bringing that salary to $15,950; <br />7) Committee discussed with the A+cbvinistration the increase 1n wages for Safety <br />Director. The Mayor has requested a concurrence of Council. There is adequate <br />amount of money within that particular line item at this time: the Mayor brought <br />it to Committee`s attention that he did want to increase the salary of the Safety <br />Director in amount to $15,950. There will be a need for an additional withdrawal <br />from that particular fund fox otliex areas because there axe additional monies in <br />that line item; <br />8) Committee discussed the ventilating system at the Police Firing Range briefly <br />and will continue to discuss same in the near future; <br />9) Committee was going to discuss the balance of appropriations for the year - the <br />encumbered balances but they were not available. The Finance Director advised the <br />Committee that he will be preparing that information; <br /> <br />
