Council Minutes of 10-4-77 _2- <br />think that bid is just too high: are in the position now of rejecting all bids <br />and will re-advertise that job and give these three bidders sad hopefully others <br />a chance to come in with a new set of bids, Unfortunately this x3.11 cause a delay <br />over some period of time but thinks ae have no viable a~:tsrnative; <br />2) like to report that a flood plain survey is pres~tly being mrtda fn t~rth Olmsted. <br />The engineering firm of Dalton, Dalton, Little b l+~nrport has a caatract xith the <br />Federal Insurance Administration which is a departm~tt under ~D to ccstdu~ct this <br />survey: the objective is to ulti4ately rose up xith a map that clearly defines the <br />areas is North Olmsted that for t~ long range future be co~tsiderad flood prone <br />and with the houses in those areas then be3a~g made eligible for lox clost flood <br />damage insurance. The only type flooding they consider in this proBrat is true <br />flooding in the classical sense xh+ere so+ea natural xaterxity, stries or river cver- <br />flows its banks and water cones onto private property as surface xstar and does <br />damage that way. It does not include a flooding of type where seMSrs back up and <br />water comes in through the basseent floor drain,or rater comet throat b t <br />walls below ground level - tl~se kinds of flooding are not included. Tl~e areas <br />they are surveying are the Rocky River Basin - we have one strwet. Ra3,abox Drive <br />with 8 or 9 hatrsa and there is little doubt but what all those will be <br />declared to be in a flood prone area. The other area they are looking at is the <br />so-called Root Ditch drainage system. Mr. Childs described where the drainage <br />system flows. At this point, Mr. Childs would doubt that the hoarse along that <br />drainage system will be declared flood prone, but should not tr'~- to pre-judge - <br />jutt wait and see what the consultants come up with. They erect to be fie-ished <br />with their survey and to have the final map prepared to submit back to F.I.A. <br />by January 1, 1978; <br />3) the Mill Road sewer project: the storat serer itself is nor completed and the <br />contractor is putting the finishing toes on the catch basins aloztg the side <br />of the road and all that remains to be done on that contract is the clean up of <br />the job site and the final grading; <br />Mr. West asked City 8ngineer Childs about the possibility of including the creek <br />west of Leasing Drive in the survey. Mr. Childs said this sill be called to their <br />attention, <br />Finance Director Gerlach reported: 1) with respect to the renexal note covered <br />by Ord. No. 77-146 - the interest rate for that note will be 4,2X. Were notified <br />of that this morning and this afternoon heard that the prime went up. <br />Communications: <br />Clerk reported on letter received from Diane McCurdy, Chairman Kids 8 13omn <br />Activities of the North Olatsted Pre-School PTA, regarding an incident occurring <br />at the Rec Complex regarding a confirmed date engaging the pool. President Limpert <br />referred communication into Recreation, Public Parks & Buildings Cotmlittee. <br />Clerk reported oa communication addressed to City Council from Feline Brookshire, <br />President of the West Park Forest Ridge Civic Assn., referring to the extension of <br />Oring Road. All Members received copy.. President Lampert referred letter rota <br />Building, Zoning & Development Committee. <br />Clerk reported on petition received today from residents of Louis Drive, which <br />petition requested butt legitlatcn be enacted so as to properly resurface the <br />asphalt pavement of Louis Drive.
