Council Minutes of 10-4-?7 -3- <br />Mrs. Sharpe, Char Building, Zoning ~ Development Committee, reported B.Z.bD. <br />Committee met on C3ctQber:3-, 1977, and discussed folloxing: <br />1~ Ord, Aio. 77-159 which is on second reading tonight - accepting an e t <br />from Jerry & Irene Merda for storm sews. Coaaettee has no ob3ecti~-$: <br />2) Ord. No. 77-160 which is on aseccsmd ramdiag tonight - accepting an easement <br />from Nutron Namsplkte, Inc. for storm ss~rars. Cos.ttee has no ob~ectioas; <br />3) the new 7-11 Store th,~t will be located at Porter b Lorain &aada. Nos. 77-171, 77-172 and 77-1?3, which pertain to the cons,::,:uction of I-480. <br />Mr. West, Chairman Environmental Control Committee, reported Committee met <br />October 3, 1977, and discussed following: <br />1) replanting of trees: our objective is to get as many trees replaced this Fall <br />as possible. Had an estimate for 204 trees at a cost of around $3,000. which is <br />what we had budgeted. Last evening Coa~at.ttse found that there were some additional <br />trees that ought to be replaced: had letters €rom West Park Forest Ridge Assn. <br />and Park Ridge listing some tress which ws ditl not have om the list. It was agreed <br />to ask the Finance Committee to iacsease the budget from $3,000. to $4,000. The <br />Finance Committee hoe .the same meeabership as the Environmental Control Committee. <br />Service Director Caster will then break out the list and show us exactly how many <br />trees are going to be planted on what streets. Mr. West discussed the problem that <br />there are some of these tress that are very special and may or may not be available <br />in quantities that we would want sad Mr. West e~cplained what will have to be dons; <br />2) discussed Ord. No. 71-126 and 7?-189 which are the noise ordinances: this is <br />a relatively new area - there are many facets of it that are still being developed, <br />particularly as to really what is a nuisance and what isn't. The objective is to <br />protect the residents from nuisances but on the other hand we are not interested <br />in harassing anyhody from the staeudpoint of making ifi oo strict that there are <br />same things you may want to do just once in a lifetime that you just simply can't <br />do because we have restricted it: There are four steps being tak~e~: the Law <br />Director who was present and cohtributed to our meeting is going to take the <br />ordinances and take some of ohs parts from Ord. No. 77-126 and incorporate them <br />into Ord. No. 77-169 so that the areas that we all agreed on should be included <br />in there. The Building Commissioner is going to gersonally check. and vist hope- <br />fully both Lakewood and 1Kiddl~ebutg Heights, who have ordinances to see what if any <br />probl~tms they might have had or say areas where they think that bred upon their <br />experience we could isppxove upon these ord#.uance. City Engineer Childs is going <br />to check with the NASA engineers to see if ~e cannot get a clearer understanding <br />haw you really measure the sold; wheys.does it become a nuisance sad what are the <br />best kind of meters. The Safety Direc~c-r is going to check with the Police Depart- <br />ment and determine how specific they think ws ought to be on various things which <br />helps them out - being more general ctY baiag more specific. As soon as Committee <br />receives report back - will fiualiae the noise ordinance and bring 1t out of <br />Committee. There is no effort whatsoever of any delay. <br /> <br />
