Council Minutes of 9-6-:'- ~t- <br />Law Director Gareau reported: _Lr since last Caunail Meeting two lawsuits have <br />f been filed: one dealing with the Rush situation at the Butt®rssut Ridge Cemetery. <br />Answers have been filed in that litigation; are planning on taking depositions in <br />a week or two; <br />2) lawsuit filed with respect to Claque Road Park - baseballs hitting the side of <br />some person's house: an Answer has been filed; <br />3) met today in a pre-trial conference with the various attorneys dealing with <br />the Burkett Lawsuit and that lawsuit has now been scheduled for trial December 6th. <br />Are also again taking depositions of all of the various plaintiffs in that case; <br />4) on Agaada tonight is Ord. No. 77-156 - the Tallwood 8states Subdivision: <br />Because the roadways were not dedicated for public use b~ Daly for record purposes <br />we are in essence repealing the previow subdivision plat and substituting it with <br />a new plat showing the elimination of the roadway between Ranchview and Tallwood. <br />Safety Director Koharik reported: throughout the month of August have reported to <br />Council Members on a number of projects and would like to touch on the highlights <br />of those: 1) one new item - have completed a program replacing 600 traffic control <br />signs throughout the City. The program was completed at a cost of approximately <br />$40,000. and 90X of this money will be paid by the State of Ohio: we are scheduled <br />to be reimbursed in the near future; <br />2) had started our auxiliary patrols through the various subdivisioas throughout <br />the City and expect to have a preliminary report by Septesiber 15th; <br />3) provided, as requested, a cost estimate for the turn lanes at Claque & Lorain. <br />This study was done by Mr. Childs and his department and is for Council's reference. <br />Mr. Wilamosky asked Safety Director Koharik regarding the installation of traffic <br />control signs why it was necessary to replace $40,000 worth of traffic c~trol <br />signs; and if all the signs that are currently being used in the City are now up <br />to State Code. Safety Director Kdoharik explained the ones that were replaced no <br />longer conformed to the Uniform Traffic Code in the State. The State of Ohio <br />offered a program to the City last year whereby they would pay 90X of the cost <br />incurred for updating them to meet the Code: the signs currently being used are <br />up to State Code. <br />Mr. Fairfield discussed with Safety Director Koharik the problems in Ward 1 and <br />he assumes in other areas of the City, of turfing, vandalism, speeding, etc. which <br />residents have brought up. Mr. Fairfield has talked to the Police about this and <br />one of the problems is that during the evening hours the Police are busy gatrolling <br />Lorain Rd. and policing the area far the heavier type crimes that might prevail in <br />the commuaity. Mr. Fairfield discussed the percentage of ease being paid by <br />the residents which is 75X; coam-ercial pay about 20X-and industry about 5X. under- <br />stands the police' concern with this; and asked how do we explain to the residents <br />of the City that they are being protected to the amount of money they are paying. <br />Hopes the auxiliary patrol may be of assistance in this case; and also feels that <br />the police should patrol the resieatial areas more than they do. Safety Director <br />Koharik, Mr. Fairfield, Mx. West and Mr. Boehmer discussed same at length. President <br />Limpert stated the subject can be brought up in Committee and discussed further. <br />Mrs. Saringer, Chairman Streets & Drainage Committee, scheduled a Streets S <br />Drainage Committee meeting for Septer 13, 1977, 8:00 Y.M., City gall, and <br />requested City Engineer Childs and Service Director Caster to attend. Claque Rd. <br />resurfacing to be discussed among other items. <br />Mr. Fairfield, Chairman Recreation, Public Parks & Buildings Go~ttee, reported <br />the Recreation Committee of Council and Members of the Recreation Coamission met <br /> <br />
