Council Minutes of 7-19-77 <br />-5- <br />Mr. Frank Pinkham, Barton Rd., addressed council with re~spe,ct.,~o..,bde.- r~,ghts; <br />the Building Code and the problems he has encountered. Lengthy discussion ensued. <br />Mr. Jim Supple, North Olmsted Bus Driver, addressed Council with respect to the <br />longevity payment to the drivers of the bus line. Discussion ensued. <br />Mrs. Madelyn Brookshire, Hampton Drive, addressed Council with respect to Ord. <br />No. 77-56 and the getitian submitted to Council; speeding problem on Berkshire <br />Drive. Discussion ensued. <br />LEGISLATION: <br />President Limpert announced that Ord. No. 77-141 and Ord. No. 77-142 have been <br />added to the Agenda. <br />Ordinance No. 77-56 introduced by Mr. Fairfield, postponed to date certain of <br />July I9th was given its third reading. An Ordinance ananding the Traffic Control <br />Map and File of the City of North Olmsted to provide for the installation of stop <br />signs at the. "T" intersection of Berkshire Drive and Alden Drive. Mr. Fairfield <br />.moved fox adoption, seconded by Mr. Beaty. Mr. Fairfield commented when they did <br />put in a traffic counter on Alden - they also put one on Tudor, but he never saw <br />one on Berkshire and that is what the concern basically is - that the stop sign <br />be placed to stop cars coming dawn Berkshire so the children can crass at Alden <br />& Berkshire. Mr. Fairfield stat~i at no time did he see a traffic counter oa <br />Berkshire to count the cars going down that street and he reeomeeends passe of <br />this ordinance. Safety Director Roharik stated they were asked to examine that <br />particular intersection in the incidents of accidents and the particular question <br />would be involving the traffic coming from Alden and Tudor Drives. The stop sign <br />is put to prevent accidents. The O.R.C. specifically states that it will not be <br />placed to control speed and so we have examined the intersection to correct incidents <br />of accidents: there was no question as to the correct placement of the counters - <br />they were there to check the volume of traffic coming into that main street of <br />Berkshire: there would be no need to count the cars oa Berkshire because we are <br />looking to prevent accidents with stop signs and not control speed. Mr. Fairfield <br />asked if a count was taken of the children that cross there. Safety Director <br />stated yes - in his report there was pedestrian count. <br />Roll Call on Adoption: Affirmative vote: Beaty, Boehmer, Fairfield, Beringer, <br />Sharpe, Wilamosky. Motion carried. Ord. No. 77-56 adapted. <br />Ordinance No. 77-101 co-sponsored by Mrs. Beringer and Mr. West postponed to <br />date certain of 3uly 19th was given its third reading. An Ordinance enacting a <br />pew Chapter 747 of the Public Regulations Code of the City of North Olmsted, <br />entitled "Water Pollution Cc~trol" requiring the labeling of phosphate contec~t of <br />detergents, and providing a penalty for the violation thereof. Mrs. Sarin moved <br />far adoption, seconded by Mr. Wilamosky. Affirmative vote: Beaty, Boahmer, Fairfield, <br />Beringer, Sharpe, Wilamosky. Motion carried. Ord. No. T7-101 adopted. <br />Ordinance No. 77-117 introduced by Mrs. Beringer was given its third reading. <br />An Ordinance accepting an ens t from Great Northern Partnership for storm <br />sewers on the easterly side of relocated State Route 2S2 located within the City <br />of North Olmsted. Mrs. Beringer nwved for adoption, seconded by Mr. Boeh~er. <br />Affirmative vote: Beaty, Boeh~r, Fairfield, Beringer, Sharpe, iiilamasky. Motion <br />carried. Ord. No. 77-117 adopted. <br />Resolution No. 77-118 introduced by Mrs. Sharpe was given its third reading. <br />A Resolution accepting far recording purposes only the Carlton Place Subdivision <br />in the City of North Olmsted. Mrs. Sharpe moved for adoption, seconded by Mr. Beaty. <br /> <br />
