The Committee <br />is •~~cx~y ir. '_uc`~.s~~. ts~ p•ut an c3:itional limitation an the residents of the City in <br />any ~Ta'y except at be to their advantage and it appears that we would save money <br />at the #~lant because we would use less chemicals; we would have less sludge and <br />the Engineer hoe estimated that we would save at least $40,000. a yeear. The next <br />step was to determine if the ~pw of phosphorous deterge:>x~s were aval~.abl+e end if <br />they were more expensive, According to #.nformation Mr, Childs furnished they are <br />readily available an almost all of the popular types of detergents and their cast <br />is slightly higher, if higher at all, iu fact in one case thiYtks it was lower. <br />In view of this, Committee is reacom~nding that Ord. No. 77-101 be gaetse-:i and that <br />we try it for one year to make sure that we do realize savings at the Plant, <br />and that the detergents can be obtained readily by the residents: if either Dane of <br />the two does not develop then we can always rescind it. Mr. bleat steteed what this <br />limitation is: the ordinance states it shall be unlawful for any person, firm ar <br />corporation to eel?, offer or expose for sale, give or furnish any synthetic <br />detergent containing more than five tenths percent (0.5X) of phosphorous by weight, <br />expressed as elemental phosphorous, with the City of North Olmsteed from and after <br />January 1, 1978. Mr. West stated we have not heard from any of the local merchants <br />and legislation will be on second reading tonight. If anyone has any coaaments based <br />on any publicity this might get, Committee sill consider that ~:~o; <br />2) reQuesting that Ord. No. 77-122 which authorizes the taking of bids for a <br />replacement pump at the Sewage Plant be passed on emergency: Reason - the present <br />pump is over five years vld sad is showing signs of giving out a>ad if that does <br />give out it would not take very long before it would shut down the whole pleat <br />and we cannot afford to do that. In the opinion of the Cos~ittee it is as rgency; <br />3) Committee recomanends passage of Ord. No. 77-87 which is on third reaeifng. The <br />Service Director brought out at last meeting that there may be other areas of the <br />sanitary sewer system that should be repaired ahead of the area that wee have been <br />working on; but at last night's meeting they did not have enough data to determine <br />exactly what the prioritise ought to be. This will be done by contract and it <br />takes awhile to get bidders, etc. Committee agreed to rec d passage of the <br />ordinance so that they could go ahead and then the Service Director will submit <br />to Committee and Council can revien~ what the priorities are and how we will spend <br />roughly $25,000. <br />President Lampert referred into Legislation Committee communication from the <br />Safety Director pertaining to coamaercial vehicles Barked in residential areas; <br />and communications from two firms who have submitted bids with respect to the <br />codification of the city ordinances. <br />People addressing Council: <br />Mr. Jim Scott, President of the North Olmsted Jaycees, addressed Council and <br />introduced members of the Jaycees, Mr. Randy Thurman, Treasurer, Mr. Jim Grandey. <br />Civic Affairs Chairman, and Mr. Jim Redovian, and informed Council of thee various <br />work the Jaycees are doing within the City, etc. Mr. Scott said he is glad to be <br />able to play tennis at Claque Park courts again. <br />Julie Brown, 5352 Evergreen Drive, addressed Council with respect to when <br />building permits are issued that certain landscaping be incorporated in the permit <br />and see that same is maintained. Law Director Gareau discussed subject. <br />Mr. DeWitt, Mastick Rd., addressed Council, speaking for several of the new residents <br /> <br />
