Council Minutes of 4-19-77 -6- <br />Ordinance No. 77-71 was introduced by Mr. Beaty and given its first reading. <br />An Ordinance accepting an easement for a water main servicing the North Olmsted <br />Evangelical Friends Church located on the northerly side of Butternut Ridge Road <br />from the North Olmsted Evangelical Friends Church. President Limpert referred <br />same into B.Z.&D. Committee. <br />Resolution No. 77-72 was introduced by Mra. Saringer and given its first reading. <br />A Resolution authorizing the Service Director to advertise for bide for repairing <br />and replacing certain sidewsllcs within the City of North Olmsted and declaring an <br />emergency. <br />Resolution No. 77-73 was introduced by Mrs. Saringer. A Resolution urging the <br />General Assembly of the State of Ohio to defeat H.J.R. Bi11 No. 1 which if passed <br />would abolish the Municipal Courts in the State of Ohio, and declaring an emergency. <br />Mrs. Saringer moved for suapenaion of rule requiring three separate reaciinga, <br />seconded by Mr. Boehmer. Affirmative vote: Beaty, Boehmer, Fairfield, Saringer, <br />West, Wilamoaky. Mrs. Saringer moved for adoption, seconded by Mr, Boehm~er. <br />Affirmative vote: Beaty, Boehmer, Fairfield, Saringer, Weat, Wilaetoaky. Motion <br />carried. Rea. No, 77-73 adopted. <br />Resolution No. 77-74 was introduced by Mr. Boehmer and given its first reading. <br />A Resolution authorizing the Director of Public Safety to advertise for bids for <br />the purchase of four vehicles and the trading in of four vehicles for use by the <br />Police Department of the City of North Olmsted. President Limpert referred same <br />into Transportation Committee. <br />Ordinance No. 77-75 was introduced by Mr. Fairfield and given its first reading. <br />An Ordinance establishing the complement of the Recreation Department affixing <br />the compensation to be paid the members therefore, and repealing Ord. No. 75-57 <br />enacted March 19, 1975. President Limpert referred same into Finance Committee. <br />Reconsideration of Mayor's veto of Ord. No. 7b-141: <br />Mr. Wilamoaky moved to override the Mayor's veto of Ord. No. 76-141, aec:onde~ by <br />Mr. Fairfield. Mr. Wilamosky asked for discussion: Mr. Wilamosky stated r-ith all <br />respect to the Administration it was pointed out by the Mayor that the City <br />contracted with the County for the Lorain Rd. signalization in good faith. Perhaps <br />the Mayor is correct when the contract was entered into - good faith was a part of <br />that contract in some minds. The contract which the Mayor refers to is the same <br />contract which caused the traffic light to be removed from Decker & Lorain Rd. <br />The contract which the Mayor refers to is the same contract which when enacted <br />was at a variance to the City Charter: Mr. Wilamosky stated it is his opinion <br />and the opinion of others that the helter skelter removal of the traffic lights <br />such as the one at Decker Rd. ~ Lorain Rd. is seriously affecting the safety of <br />those persons .that use that particular intersection. As to the cost factor: the <br />people are not asking for anything new - they are only asking for what they once <br />had which was taken away because of that contract. Mr. Wilamosky stated he <br />respectfully requests that all Members of Council set aside any political dis- <br />crepancies that may exist when considering their vote to override the Mayor's veto <br />and to base their vote solely on an honest and fair appraisal of the matter. <br />Mr. West stated that the retrafficing of Lorain and Brookpark Rds. was done <br />after much study - over a period of two years if not three years, and it required <br />a great deal of study by the State, the County and our own traffic people: there <br />wasn't anything helter skelter about it - it was by design; and we did enter into <br />the contract and everybody agreed that we would stand by the five year with no <br />change: even though there was perhaps a mistake made in the ordinance in the way <br />~, <br />
