Council Minutes of 4-5-77 -5- <br />responsible City you must plan what you are going to do in the future: Mr. <br />Beaty's objections of some of the streets may be well taken but would say that <br />in the past we haven't planned any streets to be repaired and as a consequence <br />we end up either short or some of the streets that need it net-er get repaired <br />and-that is why the list is getting fuller each year: thinks it is well within <br />the prerogative of Council to outline the streets that should be repaired and <br />set the price. Mr. Beaty stated he does not know where Mr. Fairfield gets the <br />notion that this is the first time there has been any program to set prioritise; <br />this has always been done: As a matter of feet in the past the Streets ~ Drainage <br />Committee has gone out and physically looked at these atreats and made recomteenda- <br />tions: Will grant that they have made rec lotions which Quite often tisane not <br />been followed but it is the first time in which Council has triad to exert its <br />power and say these are the streets we are going to pave: Would like to definitely <br />sustain the Mayor's veto; thinks it is a very legitimate veto; until we actually <br />look at these in equitable fashion and select streets or let the Administration <br />select the streets with the racoma~iatiot~s of the Committee. <br />Mrs. Sharpe stated before Council votes oat Ord. No. 77-42 she has comments <br />regarding the street resurfacing: After much thought and consideration it is <br />her feeling that as a Councilmatn at i.arge she would be doing a disservice to the <br />residents of the City if she singled out only two wards in the City to receive <br />sgecial priorities for the bulk of the street resurfac ng program: We have <br />streets in every ward that are in a bad state of repair and feels to be fair <br />considering the amount of funds wa have to work with on a street resurfacing <br />program that repairs should be equally divided: Would like to suggest that the <br />Finance Committee and the Streets & Drainage Committee go back to~the dranring <br />board and come up with a fair and equitable priority list. <br />Mr. Boehmer stated he feels the same way Mrs. Sharpe does: on Sunday he went <br />over all of the streets ran the priority list and oracle his own priorities: the <br />point is as a Councilman at Large he feels everything should be divided up <br />equally in the four wards. <br />Mrs. Beringer stated she would like to comment that in previous years serving <br />on the Streets & Drainage Com®ittae she recall explicitly suggesting things to <br />be equal and fair - that ~ divide it equally and on that comaaat she waes just <br />laughed at at the time: If Mr. Beaty would recall just how many streets in Ward 4 <br />were resurfaced last year and hcyw marry streets were resurfaced in Ward 2 or Ward 1 <br />she does not think there is any question. <br />Roll Call on motion to override the Mayor's veto: Affirmative vote: Fairfield, <br />Beringer, Sharpe, Wilamosky. <br />Negative vote: Beaty, Boehmer. 4 Yeas - 2 Nays - lotion defeated. (Mayor's veto <br />sustained.) <br />Mr. Wilamosky moved to amend Ord. No. 77-42, Page 5, Street Maintenance Fund <br />line item Repair by Contract to strike out the sum of $35,Ot'83. and insert in its <br />place - $32,900.; in line item Labor in the Street Maintenance Fund to strike the <br />sum of $165,000. and insert in its place - $166,000.; in line item Material to <br />strike out the sum of $59,000. and insert in its glace - $60,100.; on Page 5 A <br />to strike out 'West 230th St. and cost figure of $1,840. and insert in its place <br />'Birch Lane with a cost figure of $1,695.; to strike out the street "Tarim Circle <br />and cost figure of $2,300. and insert the Warne of the street "Bailey and a cost <br />figure of $4,520.; to strike the figure of $82,878. and insert in its place the <br />figure of $84,951.00. Motion seconded by Mrs. Sharpe. <br />Mr. Beaty asked if we can amemd an ordnance once it has passed. <br />
