Council Minutes of 4-5-77 -4- <br />Mrs. Gladys Zipp, 29656 Lorain Rd., addressed Council with respect to Fire <br />Station No. 2 regarding manpo~rer at the Station; para~asdic units being stationed <br />at Fire Station No. 1; also it was her uadsrstaading at the time of the puxchase <br />of the paramedic units the empower would be rescheduled so as to have one fully <br />equipped unit at the east end and west end of the City. Lenghty discussion ensued.. <br />Mr. Leonard Klucar, 6105 Decker Rd., addressed Council with respect to the house <br />being built at corner of Decker & Southern Ave.; discussed Build#eg C~eissioner's <br />interpretation and presented objections to the granting of the variance. <br />Discussion ensued. Law Director Gareau discussed same. <br />Mrs. Charlotte Klucar, 61Q5 Decker Rd., addressed Council with respect to the <br />house to be built at corner of Decker Rd. b Southern Ave. and stated reasons <br />for her objections. Mr. Wilamosky discussed subject matter. Law Director <br />Gareau recapped subject. Discussion ensued. <br />Mr. Earl Brennaa,4372 West Ranchview, addressed Council with respect to the <br />Tallwood Estates subdivision; discussed'traffic and stated his ob~~ctions. <br />Discussion ensued. Mr. Fairfield all factors with Law Director Gd~-eau. <br />Mr. Arthur Sexton, 4396 Weat Ranchview, addressed Council regarding the rerouting <br />of the gas line. Discussion ensued. <br />Mr. Leo Hammer, Hampton Drive, addressed Council with respect to him having a <br />copy of Ohio Revised Code. <br />Mr. John Maloney, Arlington Lane, addressed Council with respect to a request <br />sometime ago for a traffic light at West Ranchview & Lorain Rds. Discussion ensued. <br />Mrs. Wylie, 4384 Ranchview Avenue, addressed Council with respect to access road; <br />traffic problems, safety hazard and does not want thru traffic. Discussion ensued. <br />LEGISLATION: <br />President Pro Tem Beringer stated Council is aware that the Mayor has sent a <br />letter to the Clerk of Council in regard to Ord. Na. 77-42: <br />Clerk read following letter from Mayor (~ristman to the Clerk of Council: <br />"I return Ord. No. 77-42 to you approved except for the following: 1) Section 3: <br />Street Maintenance Fund: Delete List of streets and cost of resurfacing of said <br />streets as shown on page 5-A in the amount of $82,876. (2) Remove from Lime Item: <br />Labor - $41,438.00, Materials - $41,438,00. I veto the inclusion of the priority <br />listing for the resurfacing of streets pecause establishing these priorities is <br />an administrative act and not a legfsl$tfve act. I do not take exception to the <br />fact that the streets so included are in definite need of resurfacing." <br />Mr. Fairfield moved to reconsider No. 77-42 and override the Mayor's veto, <br />seconded by Mr. Wilamosky. <br />President Pro Tem Beringer asked Shall Oxd. No. 77-42 be adopted notwithstanding <br />the veto of the Mayor. Mr. Beaty asked if there are not two motions on the floor <br />at this time - one to reconsider and one to override. Law Director Gareau stated <br />the Charter by its own dictates indicates Council must reconsider - dose not think <br />you have to move to reconsider. The proper motion is what was read by President <br />Pro Tem 5aringer. Mr. Fairfield stated he has seen Mayor Christman's veto and <br />hie reasons for it: This pear for the first time we have a program to repair <br />streets and set a schedule up for them. This hasn't been done before and rightly <br />it may have upset the Mayor in this respect but thinks if we are going to be a <br /> <br />
