Mr. Bc~hteer <br />said he has the feeling that he is not in conflict of interest and welcomes the <br />investigation. Mr. Wilamosky referred to the ordinance as pointed out by Mr. <br />West and the Law Director that governs awl should sosseone feel that there has <br />been a conflict of interest there is a prov3.sion that can be followed. Agrees <br />with Mr. Boehmer and Mr. Fairfield that we are looking at the same idea - we <br />want to do what is xight in our ogrn winds and he does not think anyone would <br />intentionally continue to serve or be a part of a conflict of interest of sorts. <br />Thinks should the total Council feel Mutt we require an Ethics Committee thinks <br />it is a great idea. Feels should we have ass 8thics Cos~wittee that which is <br />discussed in this Committee should be of the utmost confidence within the Committee <br />because he believes that mast of whatever would be discussed would certainly be <br />heresay and nothing actual. Mr. Beaty requested President Pro Tea Saringer to <br />appropriate Committee to come up with a recor~end~td Committee for the next Council <br />Meeting. President Pxo Tem Saringer referred same into Legislation Committee. <br />Mrs. Sharpe stated she has no objections to an Ethics Committee but certainly thinks <br />what transpired here this evening at this Table should not have happened. <br />Mr. Boehmer scheduled a Legislation Committee Meeting on March 21, 1977, <br />7:30 P.M., City Hall. <br />President Pro Tem Saringer established the Agenda for the Specai Council Meeting <br />on March 29, 1977, 7:30 P.M., City Hall, will be disposition of Ord. No. T7-2 and <br />Mr. Wilamosky requested Ord. No. 77-42 to be included on the Agenda. President <br />Pro Tem Saringer included same. <br />Mr. Wilamosxy stated the Finance Comtr;.tttee discussed Ord. No. 77-50 establishing <br />the organizational chart for the Fire t~ept. and Committee has no objections. Mr. <br />Wilamosky omitted this in his report earlier. <br />Mr. Beaty commented in case the 3 mill levy is defeated would like to offer a <br />few alternatives for the Finance Committee to consider: a double flat fee where <br />we have a low use and a high use with a cut off point; a combination flst~fee and <br />usage fee. Mr. Wilamosky said the Finance Committee would be glad to look at <br />ideas and figures that Mr. Beaty would provide the Committee. <br />Mr. Fairfield stated we had some questions and dissention tonight at the Council <br />Table and he does not think it is something super bad - thinks it is good to <br />have a full discussion. In order to leave this table in some kind of unity that <br />Council can express to the voters would Iike to see a poll of Council on the <br />3 mill levy and get the opinion from every Councilman. Mr. Fairfield moved <br />Council support the 3 mill levy on March 22nd, seconded by Mr. Wilamosky. <br />Affirmative vote: Beaty, Boehmer, Fairfield, Saringer, Sharpe, West, Wilamosky. <br />President Pro Tem Saringer stated for the benefit of the news media and people <br />in audience that Congressman Ron Mottl will be holding his Town Hall Meeting in <br />our City Hall at Noon on March 19th. <br /> <br />
