Council Minutes of 3-15-77 -13- <br />Ordinance No. 77-SO was introduced by Mr. Wiiamosky and given its first readir,¢. <br />An Ordinance establishing the Organizational Chart of the Fire Department iox~ r'ie <br />year of 1977 and thereafter, setting forth the complement of the Fire Departme.~% <br />and establishing the salaries of the era of the Fire Department while on duty <br />for the City of North Olmsted and repealing Ord. No. 76-182, and declaring an <br />emergency. <br />Resolution No. 77-51 was introduced by Mrs. Saringer. A Resolution of objection <br />to the Federal Communications Coaeaission concerning the types of programming <br />being televised. Mrs. Saringer moved for suspension of rule requiring three <br />separate readings. Mrs. Saringer stated she had mentioned to Council earlier - <br />would like to see this passed for the welfare of the people. Ras talked to <br />many of the church groups sad they are ccmducting their own co~eeux-icaton in <br />support of this legislation. Motion seconded by Mr. West. Affirmative vote: <br />Beaty, Boehmer, Fairfield, Saringer, Sharpe, West, Wilamosky. Mrs. Saringer <br />moved for adoption, seconded by Mr. West. Affirmative vote: Beaty, Boehmer, <br />Saringer, Sharpe, West, Wilamosky. Abstained: Fairfield - Mr. Fairfield stated <br />he works for Scripps-Howard. 6 Yeas - 1 Abstain - Motion carried. flea. No. <br />77-51 adopted. <br />Ordinance No. 77-52 was introduced by Mr. Boehmer and given its first reading. <br />An Ordinance authorizing the Director of Public Safety to advertise for bids <br />for liability insurance covering employees of the Police Force of the City of <br />North Olmsted for false arrest insurance. <br />Ordinance No. 77-53 was introduced by Mr. Wilamosky on behalf of Mr. Wilaneosky, <br />Councilman Saringer and Councilman Fairfield, and given its first reading. <br />An Ordinance ing Section 911.03 of the Codified Ordinances of the City of <br />North Olmsted entitled "Charges Generally" and amending Section 911.05 mntitled <br />"Method of Billing, Payment". both of Chapter 911, entitled "Sanitary Se~rerage <br />System Charges"; and repealing Sections 911.08, 911.09 and 911.10 of the Codified <br />Ordinances of the City of North Olmsted and declaring an emergency. President Pro <br />Tem Saringer referred same into Finance Committee. <br />Under New Business: <br />Mr. West moved the month of July vacation time of Council. <br />Mrs. Saringer moved the month of August vacation time of Council, seconded by <br />Mr. Boehmer. Affirmative vote: Beaty, Boehmer, Fairfield, Saringer, Sharpe. <br />Negative vote: West, Wilamosky. 5 Yeas - 2 Nays - Motion carried. Council <br />will be on vacation during month of August. <br />Mr. Beaty asked Law Director Gareau procedure with respect to pursuing the <br />question of unethical practices. Law Director Gareau Council has control of <br />their own membership as to disciplinary actions, etc., if Council wants to <br />form a Committee for that purpose of investigating - they would do it by motion. <br />Discussion ensued. Mr. Fairfield discussed maybe the Ethics Committee could be <br />of Council or it could be appointed in some other area of the citf~IR+ens of the <br />City. Hates to see Council governing their own ethics - does not think that would <br />prove much of anything. Mr. Fairfield said Mr. Beaty brought up a question, <br />Mr. Fairfield brought one up and a member in the audience brought one up; and <br />Congress has problems with it, particularly problems with Barry Goldwater. Thinks <br />there are a lot of questions in politics where he thinks he and Mr. Beaty and <br />several others are trying to correct a problem that may look bad. Agrees with the <br />Law Director that he does not think anyone has done any unappropriate actions; <br /> <br />
