Council Minutes of 3-15-77 <br />-2- <br />Sexvicn Director Caster reported that Mxa. Sar~.ngsr h+-d aeked for a xepart on <br />the pr4gxaes 4f rte ~ani,tary ~eWex ~mapsa~inr. and! repairs in the nsrtheast <br />corner of the Citq and it is not ready yet and as soon as it is he will present <br />it to her. <br />President Pro Tem Saringer requested the Environmental Control Committee to take <br />the smoke testing into Comeittee and follow up on this grogram. President Pro Tem <br />Saringer said it should have been co~apl~et~ed long ago and by this time we should <br />have an idea if this program is going to be effective - does not want to wait until <br />after the rains come to find out that it hasn't worked. There were several people <br />in violation and should have an update on what has been done, etc. <br />Law Director Gareau reported: 1) had reported at last Council Meeting that the <br />City was involved in litigation regarding the tree at the Big 0 Oldsmobile. Were <br />to have a hear#.ng today and that was postponed and another hearing has been set <br />for Friday. In the same vein, have prepared an Answer to the complaint; have also <br />prepared a Counter Complaint asking for an injunction on our behalf until this can <br />be finally heard to determine whether or not we actually do have the right to <br />restrict a private property owner from removing certain trees and shrubs and things <br />of that nature. <br />Acting Safety Director Mayor Christman stated. he is interviewing people at this <br />time for a Safety Director - hopes to be ready to announce one in about two weeks. <br />President Pro Tem Saringer, Chairman Streets & Drainage Co~amittee, reported: <br />1) Committee meeting was held an March 9th with Asst. Bangineer McDermott, and <br />reviewed the Claque Rd. culvert reconstruction project and approved said plans. <br />This improvement to the existing drainage facilities will provide some relief to <br />a vexing flooding problem. The project is awaiting approval forms from the County <br />before advertising for bids. June 1st is the projection date for construction; <br />2) Committee concurred that the Finance Chaixtnan allocate funds and include in the <br />appropriation ordinance the resurfacing of the following streets. Would Tike to <br />say that these streets have been an the list to be resurfaced for several years <br />and we feel they should have priority. Out of about 19 streets that the Service <br />Director bas submitted to the Go®mittee 11 of these streets are on the list: <br />Clifford, LeBern, West 230th St., Decker Rd., Elmhurst, Whitehaven, Opted Dr., <br />Frank St., Twin Circle, South Porter and Wellesley. If the money is available <br />we will proceed to resurface Wellesley; <br />3) would like to request Legislation to advertise for bids for the 1977 sidewalk <br />repair program. <br />Mr. Fairfield, Chairman Recreation, Public Parks & Buildings Committee, reported <br />he has received some financial figures from Finance Director Gerlach pertaining <br />to the Rec Center. Mr. Fairfield also contacted Mr. Philip Beauchamp aAd got his <br />consensus of the meeting of the Recreation Commission because Mr. Fairfield could not <br />mak ethat meeting as he was in the Planning Commission meeting. Would like to <br />schedule a Recreation Committee meeting with Recreation Commission and Finance <br />Director Gerlach on March 22, 3977, 8:00 P.M., City Hall, to discuss some <br />appropriations. <br />Mr. Beaty, Chairman Transportation Committee, announced we have added a couple <br />of new .runs which are trial runs right now in the bus line. There is a new <br />7:30 a.m. eastbound going into town each morning and coming out in the aft+ert~wan <br />we have a 5:05 p.m. It appears that the westbound one is doing quite well.
