Council Minutes of 3-15-77 -3~ <br />are also taking passenger counts on Franklin Ave. between 85th St. and 25th St. <br />with regard to boarding and unloading. Will Y;ave more accurate figures in a few <br />weeks how these extra runs are working out. We should be hearing from RTA <br />regarding what they have come up with from our meeting. <br />Mr. Fairfield commented that he has heard many complaints that they do not have <br />enough buses to the County Line. Mr. West agreed and stated he brought that up <br />at the RTA meeting. <br />Mr. Boehmer, Chairman Intro Governmental Relations & Legislation Committee, and <br />Public Safety, Health & Welfare Committee, reported Committee met and discussed <br />a D5B permit application to May Department Stores Co., dba May Company, Great <br />Northern Mall, 25801 Brookpark Rd., and the majority of the Committee have no <br />objections to this permit application; <br />2) Discussed Res. No. 77-51 on first reading tonight - which is a resolution of <br />objection to the Federal Communicaticros Commission concerning the types of <br />programming being televised; <br />At this time Mr. Boehmer referred to minutes of meeting in February wherein Mr. <br />Fairfield and Mrs. Saringer objected to the 3 mill levy. Mr. Boehmer stated he <br />would like to know if they would reconsider it at this time so we could have a <br />unanimous vote on this. Discussion ensued. Mrs. Saringer stated at that time <br />when the flat fee ordinance was rejected and the 3 mill levy originally had started <br />out as a package together with the flat fee - under the circumstances that the <br />flat fee went down she saw no point at that time in having a levy on the ballot; <br />also Mrs. Sharpe's legislation was not on the agenda or mentioned at the time and <br />that is why she voted the way she did. <br />Mr. Fairfield stated because he was also asked the question that he would like to <br />ask why Council put on the ballot the 3 mill levy and then voted in right on top <br />of this a 60y increase ,and stated Mr. Boehmer voted for that. Discussion ensued. <br />Mr. Fairfield said it is not a matter of reconsideration and that he had been an <br />advocate of the 3 mill levy when it was attached to the $85. flat fee. He is also <br />and advocate of it if it is attached to any other form of lowering the rates. He <br />would be glad to poll Council tonight to get a feeling of encouragement at the <br />table for the 3 mill levy - he does not think anybody is against it. Mr. Fairfield <br />stated he feels it works better with the $$5. flat fee and he disagreed <br />with Mr. Boehmer in that contention; and the reason-Mrs. Saringer and he and other <br />people voted against it is because it was attached with a 60X increase which is <br />outrageous ~o begin with. Mr. Boehmer again asked if they would reconsider. Mrs. <br />Saringer said she does not think it is a point of reconsideration - we had an <br />opportunity to do that prior to this and also as far as 77-41 rolling back the 60% <br />increase - Mrs. Saringer has been listening to complaints for about 6 years that <br />$7.45 is too high and she is opposed to $7.45 - she was 6 pears ago and she is now. <br />Mr. Wilamosky commented that he thinks to reconsider is certainly moot because the <br />motion made at the time was adopted by Council. Feels Mrs. Saringer and Mr. <br />Fairfield have indicated since then because of new developments that you have also <br />reconsidered your thinking along those lines. Mr. Wilamosky discussed the various <br />pieces of legislation adopted by Council. Discussion ensued. <br />® Mr. Fairfield referred to report of Mr. Boehmer and stated, this is the second <br />liquor permit application received from Mr. Boehmer's Committee and Mr. Fairfield <br />would like to question the propriety of this at this time. Mr. Fairfield feels as <br />a person on the Safety, Health & Welfare Con~ittee when Mr. Boehmer makes recommenda- <br />
