Mr. Fairfield stated he does not question Mr. Boehmer's <br />honesty or integrity in this matter but does question today in golitics xith what <br />is happening that Members of this Coiatee, Meyers of Co~tcil, Members of <br />the Commissions can sit on certain commf.ttees and be suspect from some of the <br />citizens in this community of have same interest. Mr. Fairfield thinks it would <br />be wise of Council at this time to set up a Council Committee for Ethics to study <br />this matter. Thinks it is a concern of all in light of what is happening is <br />politics and means this as no reflection oa Mr. Boehmer. Mr. Fairfield stated he <br />has heard comments from people to this effect; have heard comments of people <br />sitting on Commissions that have an interest in this community that loan money <br />to contractors and Mr. Fairfield thinks there is a conflict of interest in that <br />area too. Feels before it is brought to Covncil by some member of the audience <br />thinks it is time to take action ourselves. <br />Mr. West stated in the interest of the audience they ought to know and understand <br />that we do in fact have a conflict of interest ordinance drawn up by the Law <br />Department to which all of Cotmcil, etc. are supposed to adhere and if anybody <br />feels that we are not adhereing to it there are penalities in it and they ought <br />to bring it up on a specific charge. <br />President Pro Tem Saringer stated Council will continue with Committee Reperts. <br />Mr. Wilamosky, Chairman Finance Committee, reported Committee met and discussed <br />following: 1) authorie:ieg the Service Director to advertise for bids for gas and <br />oil - current contract ea~-ires is May and will request legislation under lbw Business; <br />2) discussed Ord. No. 77-42 which is the appropriation ordinance for 1977. Mayor <br />Christman, the Chief of Police and Fin~mce Coasa.ttee discussed the appropriations <br />for the Police Department. It is the Coaaaittee's recomosndation that a sum of <br />$11,600 be added to the existing sua~ in line item 'Clerical awl Dispatchers'. This <br />would provide for two addital fulltise clerks, thus relieving the police <br />officers of most of the clerical r ibilfties which take time, etc. and as a <br />Committee would like to see the policemen on the streets and not perf'oing clerical <br />responsibilities. Mr. ~tila~asky will move on behalf of Finance Committee to <br />amend Ord. No. 77-42 prior to its second reading; <br />3) discussed Ord. No. 77-41 which sets the sanitary sewer rate and the majority <br />of the Finance Comml,tss recommends Ord. No. 77-41; <br />4) Ord. No. 77-46 was a~ discussed and the Committee as a whole has no objections; <br />5) Ord. No. 77-47 was reviewed and Coamittee has no objections; <br />6) Ord. No. 77-4$ was reviewed aad Committee has no objections; <br />7) Committee discussed Mrs. Saringer's recommendations on the streets as stated in <br />her report and Mr. Wilaa~osky believes that Mrs. Saringer will upon immediate <br />receipt of a reco lion frQ,a the .Engineering Department reevaluate and will <br />take some action on placing the street priority as she indicated earlier in her <br />report. <br />Mrs. Sharpe, Chairman Building; Zoning & Development Committee, scheduled a <br />B.Z.&D. Committee meeting on March 24, 1977, 7:30 P.M., City Hail. <br />Letters, Communications: <br />Clerk informed Council she had received letter and petitions €rom Mr. Thomas <br />Gerity and Mr. Leonard Klucar, Chairmen Decker Rd. and Southern Ave. Committee <br />which has been sent on to Gor~€ci1 Members with respect to sublot 546 on the north- <br />west corner. to Decker Rd. attd Southern Avenue. <br /> <br />
