Council Minutes of 3-15-77 <br />-5- <br />Clerk read letter from Mr. E. Her..~erson, 23625 Clifford Drive, requesting that <br />Clifford Drive be resurfaced explaining reaso~~s therefor. <br />Clerk read letter from Ms. Jean Geschke expressing her opinion as being in favor <br />of the 3 mill levy accompanied by the proposal of a rollback of 6t~~ increase. <br />People addressing Council: <br />Mrs. Winston, 28768 Edgepark Drive, addressed Council with respect to the 3 mill <br />levy and sewer rate ordinance. Spoke in favor of a 3 mill levy and a flat rate <br />fee to be put on November ballot. Asked Mr. Wilamosky and Mr. Fairfield to explain <br />what the flat fee would do and what her sewer charge would be 60% increase; a <br />$7.45 plus the 3 mill levy plus 9Ut, and a flat fee plus the 3 mill levy. Mr. <br />Wilamosky stated Mr. Maloney is in the audience and has a graph and has intentions <br />of showing same to Council on the flat fee va. bOg rollback or increase with the <br />3 mill levy. <br />Mr. John Maloney, 24782 Arlington Lane, addressed Council stating he represents <br />Park West Homeowners, also is associated with the Greater North Olmsted Homeowners <br />Assn. and gave a detailed presentation to Council with diagrams, charts and <br />comparisons with respect to the 3 mill levy and flat rate and the 3 mill levy <br />and consumption rate. Lengthy discussion ensued. <br />Mr. W1lamosky told Mayor Christman that he would like to review some of .the figures <br />that the Mayor has for the Public Meeting on Saturday so that Mr. Wilamc-sky may <br />familiarize _himseTf"~-ith then. President Pro Tem Beringer discussed the upcoming <br />meeting on Saturday and asked Mayor Christman if he would like to review the <br />figures tonight. <br />Mayor Christman gave detailed presentation with charts regarding proposals for <br />financing the sewer deficit and gave comparison with respect to a flat fee; 60% <br />increase; and rate of $7.45 with the 3 mill levy. <br />Mr. Bill Bruton, Kew Drive, addressed Council with respect to the various proposals <br />Council has considered. <br />Mrs. Minnie Crumbley, Ambour Drive, addressed Mayor Christman with respect to <br />the plans and diagrams in presentation bq the Mayor and would like to be able <br />to vote on the various proposals along with the 3 mill levy. Discussion ensued. <br />Mr. Paul Farkas, Columbia Rd., addressed Council stating he understands senior <br />citizens would benefit on the straight fee of $11.92 and he has talked to many <br />senior citizens and they prefer the 60X increase as that is to their benefit. <br />Mr. Henry Reichel, 5654 Columbia Rd., addressed Council at length as a Member <br />of the North Olmsted Senior Citizens, with respect to the average of water used <br />by the senior citizens who have to Live very economically. Feels the flat would <br />cost senior citizens more money; discussed valuation of homes and feels Council <br />should go with the 3 mill levy and $7.45 proposal. Discussion ensued. <br />Mrs. Madelyn Brookshire, 5140 Hampton Drive, addressed Council, as President <br />of West Park Forest Ridge Civic Asen. stating all homeowner groups are urging <br />their people to vote for the 3 mill levy and wonders why they cannot get cooperation <br />on the flat rate. Spoke in favor of a flat rate. Discussion ensued. <br />Mrs. Gemma Szabo, 30837 Bradley Rd., addressed Council with respect to the <br />petitions which were circulated and stated she will go with another referendum <br />on 77-41. <br /> <br />
