Council Minutes of 3-1-77 <br />-2- <br />to the County. Discussion enausd. President Limpert scheduled a meeting of <br />Council as a Whole on March 7, 1977, 8:00 P.M., Citp Hall. <br />Service Director Caster reported: l) on February 25, 1977, the Mayor received final <br />payments of grants for the purchase of new equipmnatt for the bus Line. Mr. <br />Tan Rrall, District Depute Director of the State of ~iio, Division 12, of the <br />flighW!:y D~spartment, presaatad tine Mayor a check for half of t~ local share in the <br />sun of $108,375. from the Ohfo Dept. of Transportation. Mr. 8311 I.ehnen, Secret:ry <br />Treasurer for the greater Clevelaand Regional Transit Authority, presented the Mayor <br />a check for the other half of the local share in the ease ampuaatt from RTA. This <br />together with the UMPTA check of $880,OtX1. pretty well covers the obligation we <br />have for the purchase of the nrsr buses; <br />2) would like to report that the Lansing ditch has bees dredged from Forth Olmsted <br />into Westlake. There is one obstruction at the Porter &1. crossover and dir. Weldon <br />is working with the people in We~rtlake to remove that obstruction; <br />3) presented two pieces of legislation to Ca-uncil tonight -Ord. Via. ?7-47 and 77- <br />48 relating to economics for the eaag+lt~y~ees of the bus line. mould like to recommend <br />they be placed on first reading and put back into Committee. <br />Mr. West requested the Clerk to write to the homeowners' association of Forest Ridge <br />advising them of Mr. Caster's state~nC regarding the ditch. <br />Law Director Gareau reported: 1) approximyttely a year ago we had problems with the <br />removal of a tree from the Big 0 property - it involved prosecution a~ a great <br />deal of controversy bare on Council. The other day received a lawsuit regarding <br />this matter and the Big 0 Oldsmobile has requested an injunction against the City <br />from stopping them from taking the tree down. They have also asked for a declaratory <br />judgment action declaring our ordinances unconstitutional with respect to this <br />particular matter. So in essence what they are seeking is to reaove the tree. <br />Will keep Council abreast as this goes on. <br />Mrs. Saringer, Chairman Streets & Drainage Committee, reported: l) a joint meeting <br />was held February 28th with the Finance Committee and agreed to enter into an <br />agreement with the Ohio Dept. of Transportation for the resurfacing of Columbia Road, <br />our portion being $12,320.; <br />2) Mrs. Saringer also submitted a list to the Finance Committee Chairman of <br />Committee recommendations of streets to be resurfaced to be included is the budget. <br />These streets have been on the list and have been requested before to be ressrfaea8~i. <br />Mrs. Saringer also requested the Service Director and Finance Chairsem concurs, to <br />provide Committees with a list of updated streets and costs so that they can be <br />included in the budget; <br />3) Mrs. Saringer also submitted a list of atxeetlights that she has previously <br />requested to the Finance C~sirman to be included in the budget; <br />4) scheduled a Streets & Drainage Committee Meeting on March 9, 1977, 8:00 P.M., <br />City Hall and requested Asst. City Engineer McDermott to be in attendance. <br />Mr. Beaty, Chairman Transportation Committee, reported: 1) The Transportation <br />Committee met February 28th: Mr. Lynch, Mr. Lehman from the RTA Board and Mr, <br />Brown from the RTA Operations met with the Committee, Mrs. Saringer sand other City <br />Officials to discuss soma of the problems and things that had the Feople upset about <br />the new changes in RTA in our bus line since RTA took over. Mrs. Basinger brought <br />up the Westwood difficulty catching buses, the overcrowdi~ag both on naming and <br />afternoon bu,ees. Mayor Christman was concerned as many people in the City have <br />been concerned about the great number of stops which the so-called expresses have <br />been making downtown.
