Council Minutes of 2-15-77 <br />-8- <br />Ordinance No. 77-40 was introduced by Mrs. Sharpe and given its first reading. <br />An. Ordinance vacating a sanitary sewer easement heretofore granted by the Blossom <br />Land Corporation for the installation of a sanitary sewer partly in the City of <br />North Olmsted and partly in the City of Westlake. <br />President Limpert stated the Agenda has been amended to include Ord. No. 77-41. <br />Oxdinance No. 77-41 was introduced by Mrs. Sharpe and given its first reading. <br />An Ordinance amending Section 911.03 of the Codified Ordinances of the City of <br />North Olmsted entitled "Charges Generally" and amending Section 911.05 entitled <br />"Method of Billing, Payment", both of Chapter 911, entitled "Sanitary Sewerage <br />System Charges"; and repealing Sections 911.0$, 911.09 and 911.10 of the <br />Codified Ordinances of the City of North Olmsted and declaring an emergency. <br />Mrs. Saringer addressed President Limpert stating inasmuch as the Agenda was just <br />amended to include Ord. No. 77-41 that perhaps Councils might see fit for the <br />benefit of anyone in the audience who did not have the opportunity to know this <br />legislation was going to be on tonight - to ask if they might have any questions. <br />President Limpert stated he does not believe this is in order - the ordinance is <br />on first reading and the audience will have an opportunity to voice theix opinion <br />at the next Council Meeting. <br />Under 01d Business: <br />Mr. West inquired of City Engineer Childs when the sidewalks were inspected by the <br />engineering Department relative to the sidewalk repair notices that property owners <br />Dave been receiving recently. City Engineer Childs explai~t+ed those sidewalks were <br />inspected over a period of about one year during the time when there was no snow on <br />the ground - there is 180 miles of sidewalks in the City - it took a long time to <br />get around to all of them. <br />M~. West stated he had the privilege of attending a coffee for one of our bus <br />drivers, Mr. Frank Charvat, who was nominated as the most courteous bus driver in <br />North Olmsted. Mr. West added those who do ride the bus knows he does a wonderful <br />job. Mr. West commented that RTA Board Member, Mr. Lynch, was also there, and Mr. <br />Wgst and Mr. Lynch had an opportunity to go over with the bus drivers many of the <br />complaints that have came up. Feels everyone should know they are working on it; <br />but with all of the groblems incurred due to the extremely cold weather and snow <br />it was unappropriate far us to bring up in the peat two or even three months to <br />RTA any of the complaints because they were so snowed under all they would do is <br />to take them under advisement and really not get anywhere. It was Mr. Lynch's <br />suggestion, and this is being followed through as Mr. Beaty reported, that we nc~w <br />call a meeting and Mr. Lynch specifically said he wanted it to be out in North Olmsted. <br />This is where it will be and there will be a number of things to bring up. <br />President Limpert stated congratulations are in order to Mr. Charvat from all Members <br />of Council for his dedication. <br />Mrs. Saringer asked Council to reconsider Ordinance No. 77-10 far the following <br />reasons: this ordinance was defeated at last Council Meeting; there is a referendum <br />on the legislation that was passed at last Council Meeting and there is no doubt <br />in her mind that there will be a referendum on Ord. No. 77-4i. Mrs. Saringer stated <br />she is not in a position to ask for a reconsideration but thought perhaps one of <br />the four Council Members who voted against it originally might see some light as to <br />what is ahead. Thinks it would be wise to reconsider Ord. No. 77-10 and let Ord. <br />No. 77-41 go into Committee because Council can be assiareci there are problee~s ahead; <br />also, feels the four who voted against Ord. No. 77-10 are doing a terrible injustice <br />to the City. <br />
