Minutes of Council feting of 2-1-77 _2_ <br />are two complaints he has heard and has seen in visiting the Rec Center: <br />1) quite a bit of disorder at the Rec Center. Twn huge panels of glass have <br />been knocked out through what they call 'horseplay', as well as other acts of <br />problems; <br />2) keep the Rec Center clean <br />Mr. Fairfield requested the Recreation Commaission to look into these two complaints. <br />Mr. Beaty, Chairman Transportation Committee, reported Committee met briefly before <br />Council Meeting and discussed following three items: 1) guard rail at intersection <br />of Fitch and Butternut, where there has been a couple of recent accidents; <br />2) request for no passing. lane at Claque Rd. north of Brookpark - have received <br />report from the Safety Director and from the Police Department. They investigated <br />it and looking into it they talked with the Automobile Club Engineering Department, <br />and their xecommendation is that it be left as it now is - that the no pausing <br />would cause more of a traffic problem than leaving it as it now is. The Committee <br />recommends leaving it as it is right now; <br />3) Petition received from residents on Westview with regard to no right turns on <br />Great Northern Blvd. and Columia Rd. At the present time the Safety Department <br />has been unable to conduct an accuzate count in view o£ the weather; so when the <br />weather permits we will get a count and continua with the study in that area. <br />Mrs. Saringer asked Mr. Beaty about meeting with RTA Officials to discuss service, <br />etc. Mr. Beaty explained he had a mee~Cing scheduled last Friday to discuss <br />contract and extending service. Mx. West explained Committee thought it would be <br />best to have one person go down and talk to the RTA Officials as it is hard to get <br />all of the People out here; and depending on whether they agreed or disagreed we <br />could have a general meeting out here. Due to the inclement weather the scheduled <br />meeting was cancelled. <br />Mr. Boehmer, Chairman Tatra Governmental Relations & Legislation Committee, and <br />#'ublic Safety, Health & Welfare Committee, reported the safety Committee met and <br />discussed a liquor permit to Pete and Ruth Zappone, 31635 Lorain Rd. and Committee <br />leas no objections, <br />Mr. Boehmer moved to withdraw any objections to the assurance of a liquor permit <br />to Pete & Ruth Zappone at 31635 Lorain Rd,, Motion seconded by Mr. Beaty. <br />Mayor questioned whether Council could remove the objections of the Chief of <br />Police with respect to this. Law Director Gareau stated he believes Council has <br />the Bower to show that Council as a Body does not object to the reinstatement of <br />this permit. Law Director Gareau referred to the testimony given by the Chief of <br />Police asp to why this licence should not be renewed; also discussed the report he <br />received from the Prosecutor with respect to the previous occupant or previous <br />operator under that license, and it was against the Black Lite and not Zappone. <br />Purthex,_ the motion of Council does not negate the testimony of the Chief of Police. <br />Discussion ensued as to the current holder of the license, taken over from <br />receivership. The reinstatement of the license would still be up to the Liquor <br />Control Board. <br />Roll Call on Motion: Affirmative vote: Beaty, Boehmer, Fairfield, Saringer, Sharpe, <br />West, Wilamosky. 1Kotion carried. <br />2). Mr. Boehmer scheduled a combined Safety and Legislation Committee Meeting on <br />February 12,°1977, 10:30 A.M., City Hall. <br />Mrs. Sharpe, Chairman Building, Zoning & Development Committee, scheduled a <br />B.Z.& D. Committee Meeting on February 10, 1977, 7:3Q P.M.i City Ha11. <br />
