Council Minutes of 2-1-77 _5_ <br />Mrs. Saringer stated she would like to comassnt in regard to the legislation on <br />the sewer rate - the flat rate fee: Does not want to see taxes raised and has <br />been an advocate of this. Did not agree with the sewer rate assessment 6 years <br />ago and does not agree necessarily with it today but-must speak out on the flat <br />rate. It is too bad this situation arose - feels if the financing of the Plant <br />had been worked out differently in the beginning we would not have this situation <br />today: thinks the Co~tittee has tried to-come up with a program that is going <br />to be acceptable to the majarity and if ttte Charter Amendment does not pass will <br />fight against increasing the flat rate because if this is the way the people feel <br />that they cannot afford it and she ca~ot afford a higher flat fee - will suggest <br />that we use the General Fund Money; that we wFill have to tighten our belts and <br />cut back. If this is what the people want they should know that this is an <br />alternative. and it is up to them whether they want the services cut and other <br />thiAgs let go. <br />Audwence being over, Mrs. Sharpe moved that Council recess for five minutes:, <br />seconded by Mr. Boehmer. Affirmative vote: Beaty, Boehmer, Fairfield, Saringer, <br />Sharpe, West, Wilamosky. Motion carried. Council recessed at 9:55 P.M. <br />President Limpert convened Council Meeting at 10:00 P.M. <br />LEGISLATION: <br />Resolution No. 76-175 introduced by Mrs. Sharpe was given its third reading. <br />A Resolution accepting for recording purposes only the aim Yezbak Subdivision <br />in the City of North Olmsted. Mrs. Sharpe moved fox adoption, seconded by Mr. <br />Beaty. Affirmative vote: Beaty, Hoehmer, Fairfield, Saringer, Sharpe, West, <br />Wilamoaky. Motion carried. Res. No. 76-175 adopted. <br />Resolution No. 76-176 introduced by Mrs. Sharpe was given its third reading. <br />A Resolution accepting for recording gurposes only the Waschak Resubdivision <br />in the City of North Olmsted. Mrs. Sharpe moved for adoption, seconded by Mr. <br />Beaty. Affirmative vote: Beaty, Boehmer, Fairfield, Saringer, Sharpe, West, <br />Wilamosky. Motion carried. Res. No. 76-176 adopted. <br />Ordinance No. 77-2 introduced by Mayor Christman was given its third reading. <br />An Ordinance amending Section 911.03 entitled "Charges Generally" of Chapter <br />911 entitled "Sanitary Sewerage System Charges" of the Codified Ordinances of <br />Lhe City of North Olmsted, and declaring an emergency. Mr. West moved for <br />~-doption, seconded by Mr. Beaty. Mr. Beaty asked for discussion: Mr. Beaty <br />stated he is definitely for it after checking and looking over the list of the <br />Readings over the last quarter - the people is his Ward would definitely be <br />served better byepercentage rate: have many people with fixed incomes; have <br />numerous nice homes and the 3 mill assessment on some of these homes would actually <br />kill them for the amount of water that they are using. Mr. Beaty stated further <br />he thinks this is the fairest way at~d we have to come up with the money and this <br />is the most equitable as far as he can see. Further, the last couple of suers <br />out here we have gone into sprinkling bans and feels if people are paying a flat <br />rate and there is a spri.l.ing ban - people will go right on sprinkling amd we <br />will find ourselves with water shortages dust as well as gas shortages. f'or these <br />reasons he is in favor of this method of charges. Mr. Wilamosky commented with <br />resgect to sprinkling bans that. the ban could be enforced either way: thinks if <br />it comes to a point where it becomes a serious condition 'that the City eoul~d cope <br />with i't and thinks the residents would realize that a sprinkling ban is for a <br />purpose and believes they will respond to the need if there is a sprinkling 'ban. <br />
