MINUTES OF THE MEETING OF T8E COUNCIL <br />OF THE CITY OF~NdRTS OL'MST~D <br />JANUARY 4, 1977 <br />Present: President of Council Dewey Lampert, Councilmen Beaty, Boehmer, Fairfield, <br />Saringer, Sharpe, Weft, Wilamosky. <br />Also present: Mayor Ralph Christman, Law Director Michael Gareau, Finance Director <br />Williffi.Gerlach, Safety Director Rayesond Carnahan, Service Director ftenry <br />Caster, City Engineex J. Kt~rard Childs, Clerk of Council Nora Bill. <br />Meeting was called to order by President Lampert at 8:00 P.M. <br />President Lampert welcomed Mr. Fairfield, Councilman Ward 1, and announced that <br />Council has decided that Mr. Fairfield will fill the obligations with :tsspect to <br />Standing Committees of Co~cil that Mr. Coggin held which are: Char of the <br />Recreation, Public Parks & Buildings Cammittee and serve as a Member on the following <br />Committees of Council:. Intro-Governmental Relations & Legislation Committee, <br />Streets ~ Drainage Come-ittee and Bu~.lding, Zoning & Development Committee. <br />Minutes of Council Meeting of December 21, 1976, were approved as read. <br />Mayor Christmas reported: 1) have received resignation of Mr. William Freeh, <br />effective 1-177, from Planning Commniasion and is recommending far approval <br />the appointment of Mr. Ronald Zurawski to fill the unexpired term of Mr. Freeh <br />which terminates 12/31/79; <br />2) Mr. Clarke Olson has asked the Mayor to withdraw his name from consideration <br />far reappointment to the Board of Zoning Appeals. He indicated that~his expected <br />reassignment at work did not materialize. and that he would not have sufficient time <br />for the Board of Zoning Appeals and has withdrawn his name. The Mayor does not <br />have a replacement nay for Mr. Olson as yet; <br />3) received correspondence from Cong-res~tman Mottl regarding hearings that are to <br />be held on January 20, 1977, in Clevaslamd by the Commission on the Postal Service <br />in an effort to "identify and study problems facing the U.S. Postal Service". <br />He asked the Mayor to armounce this and spread the word around for those interested <br />in expressing their feelings on how better to improve the postal service; <br />4) In Ord. No. 77-1 there is $178,040 earmarked for Water Pollution Control from <br />the General Fund. It is urgent that some action be taken to offset the pro3ected <br />deficit in the Sewer Revenue Fund. For this xeason will introduce Ord. No. 77-2 <br />which provides for a 60X increase in the sewer rate. The Mayor feels. it is imperative <br />that it be in effect by February 1st in order to realize the additional revenues <br />from it by September 1st. In can unction with that, has. arranged today for Mr. <br />Wayne Kuhn tQ be at City Ha11, January 1Qth, $:00 P.M., to review the actual cash <br />flow in the Sewer Revenue Fund with Council and Administration for 1977; <br />S) will announce appointments to the Architectural Review Board at next Council <br />Meeting, January 18th. At this time would like to request Council establish the <br />compensation for the Members of the Board'as proposed in the ordinance. Would like <br />to recommend the figure of $15. or $25. per meeting. <br />Service Director Caster stated he would like to comment to the appropriate <br />Committees of Cou~tcil. that in August of last year Mr. Weldon submitted a list of <br />equipment needed by the Service Da~-artment and in November sent a reminder requesting <br />a meeting-as soon as possible. Mr. Caster would like to remind Council Co~aittee <br />again and request a meeting as soon as possible. Mr. Costar stated soxe of the <br />equipment could have as much as a 9 month delivery date and explained the need for <br />the equipment. <br />.: .. <br />~~ <br />
