---- ~. <br />MINUTES OF THE MEETING OF T~:E COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />DECEM$ER 19, 1978 <br />Present: President Dewey H. Limpert, Councilmen Beaty, Boeh~r, Logan, Petrigac, <br />Saringer, Sharpe, tailamosky. <br />Also present: Mayor Robert Swietyniowski, Law Director Michael Gareau, Finance <br />Director Robert Broclcma-n, Safety Director Eugene Petre, Service <br />Director Joseph Corrigan, City Engineer Ronald Zurawski, Clerk of <br />Council Florence Campbell. <br />Meeting was called to order by President Limpert at 8:00 P.M. <br />Minutes of Council Meeting of December 5, 1978, were approved as read. <br />President Lampert reported: 1) Public H~uaering was held at 7:15 P.M., pertaining to <br />Ordinance No. 73-145, in Council Chambers this evening. ' <br />2) Ordinance Nos. 78-185 and 78-18b gave been added to the agenda. <br />Y,'tayor Swietyniowski had no report per se but thanked all Members of Council for their <br />cooperation during the past year and wished everyone a happy holiday season. <br />President Lampert commented that the Legislative Body felt the same way; we have been <br />able to work together for the betterment of the City. Extended Council's wishes far <br />a happy and safe holiday to everyone in the City. <br />Service Director Corrigan endorsed the Mayor's and Council's sentie~nts relative to <br />the cooperation the Service Department has received. Various Members of C®u~tcil a~td <br />citizens at large had great forebearance with some problems which weren't reaaolv+sd <br />as fast as the Service Department would have liked but have gained valusb3~e experience <br />in the past year which should enable the Department to do a better job for the Citq <br />in the future. <br />City Engineer Zurawski, on behalf of all the members of the Engineering Department, <br />also wished everyone a Merry Christmas and a Happy New Xear. <br />Law Director Gareau reported: 1) the City of North Olmsted asked for a declaratory <br />judgment with respect to tl~ garbage incentive program. Also regted a prel~:nary <br />injunction and a temporary restraining order. Briefs have been filed in Coton Pleas <br />Court pursuant to a motion to dismiss on the part of the union witbcut benefit of <br />having had a hearing and the Judge dismissed the case. Has pregare~d anr~ is going to <br />file tomorrow an appeal and expect that to go to the Court of Appeals. Law k~epartn~ent <br />submitted a brief with respect to the last union grievance which went to arbitration. <br />2) at this time of year, it is necessary if the City is going to file for anp increases <br />in assessed valuation, that we do so. Is ~o t~ process of reviewing recent sales of <br />commercial and multi-family property whereby cae will go in and file application for <br />increases. In some instances, properties on Lorain-Road have had an as~semsed valuation <br />of $5,000 and recent sales reveal that in actuality the property sold for $95,000. <br />In just about any sale in the commercial area, generally the assessed valuation is <br />greatly depressed, sp will be asking for increases. <br />Safety Director Petre reported: 1) the Mako air compressor and storage unit which <br />went out for bid recently for the Fire Department has been awarded to Sub--Aquatics, <br />Inc., Reynoldsburg, Ohio. Their bid was $7,107. <br />2) the contract for five new police cars was awarded to Halleen Ford here in North <br />Olmsted. The bid was $7,084.2$ each. <br />
