Council Minutes of 12/19/78 <br />-8- <br />LEGISLATION (Cont'd): <br />seconded by Mrs. Sharpe. Affirmative vote: Beaty, Boehmer, Logan, Petrigac, Saringer, <br />Sharpe, Wilamosky. Motion carried. Mr. Wilamosky moved for adoption, seconded by <br />Mrs. Saringer. Affirmative vote: Beaty, Boeha~er, Logan, Petrigac, Saringer, Sharpe, <br />Wilamosky. Motion carried. Ordinance No. 78-186 adopted. <br />Under Old Business: <br />Mr. Logan requested Safety Director Petre to help in compiling a list of objections to <br />Section 5120.06 of the Ohio Revised Code regarding "Jail Standards".Does not object to <br />the spirit of the new law but to a nu~er of unreasonable requests. If the city were <br />forced to comply with this new section, as legally we are by 1981, it would cost aver <br />$200,000 in adjustments in our jail which is a modern facility. It seems u~ajust that <br />the State would want us to reshape our jail cells, to add recreation areas, televisions, <br />and to have doctors and nurses, etc. Thinks we should have a list of specifics with <br />respect to our objections on this when we vote on it at third reading rich would be <br />a month from now. Mr. Beaty asked Mr. Logan for a copy of the actual section of the <br />code. Mr. Logan said a copy of this section of the code would be on file in the <br />Clerk of Council's office for Council's information. <br />~1r. Logan requested that the Finance Director talk to Wayne Kuhn of McDonald and <br />Company and get an estimate~of debt service schedules with respect to the Recreation <br />Complex based on various intervals of interest percentage rates, for instance 6-3/4Y, <br />7%, and 7'~ because we don't know what the interest rates are going to be at any one <br />time and would like to be prepared with that information so we know the interest <br />rates go up and will have a better idea of what we are going to be pay#,ng. Finance <br />Director Brockman stated that he talked to Mr. Kuhn this week and he wes wry receptive <br />to the idea of studying this further. Mr. Kuhn asked to come in after t~ final <br />yearend figures are compiled and come up with some recommendations and schedules. <br />Possibly the middle of February will meet with the entire Council and discs the <br />entire matter.- At that time they will have a better feel on what is going to happen in <br />the coming year as far as interest rates, etc. <br />Under New Business: <br />President Limpert asked Law Director Gateau what it would take for Council to in- <br />clude the Pledge of Allegiance as is done at so many public meetings and Mr. Gateau <br />replied that it could be done by sia~ly amending the rules by motion. Mr. Logan <br />objected to reciting the Pledge of Allegiance. Feels that as elected officials there is <br />an implied Pledge of Allegiance not only to the Federal Government but to the State <br />and local government. Does not think it necessary. Discussion ensued. <br />Mrs. Saringer moved that the Pledge of Allegiance be given after the Council meeting <br />has been called to order, seconded by Mr. Wilamosky. Ro11 call on motion: Affirmative <br />vote: Beaty, Boehmer, Petrigac, Saringer, Sharpe, Wilamosky. Negative vote: Logan. <br />6 Ayes - 1 ;lay - P~aotion carried. <br />'~Ir. Wilamosky moved for adjournment, seconded by Mr. Boehmer. Affirmative vote: <br />Beaty, Boehmer, Logan, Petrigac, Saringer, Sharpe, [~)ilamosky.
