Limpert, Councilmen Beaty, Boehmer, Logan, Petrigac,
Saringer, Sharpe, ~ailamoeky.
Also present: riayor Robert Td. Swietyaiowski, Law Director Michael Gateau,
Finence Director Robert Bxockman, Safety Director Eugene Petre,
Service Director Joseph Carrigan, City Fa,gineer Ronald Zurawski,
Clerk of Council Florence Campbell.
Meeting was called to order by President Limpert at 8°00 P.M.
President Lampert announced that Resolution Ito. 78-181 has been added to the agenda.
Minutes of Council Meeting of November 21, 1978, and minutes of Special Council
Meeting of November 29, 1978, were approved as read.
Mayor Swietyniowski recommended the following, relative to appointments and renewals
for various City Boards and Commissions:
1) Architectural Review Board - renewal of Robert Parry, Carl Petroski, Marie Case,
and Don i~illiams. These are two year appointments.
2) Board of Building Code Appeals - Ron J. Tallon, Sr. Copses of Mr. Tallon's
resume have been distributed to Council.
3) Department of Human Resources Advisory Board - Arthur Boessneck, Jr., a renewal,
from 3anuary 1, 1978, to December 31, 3.9$3, for a five year term.
4) Board of Zoning Appeals -renewal of Donald Ledvina for a five year term.
5} Planning Commission - renewal of James Prokasy for a five year term.
President I,impert requested the Legislative Committee to take the above under con-
sideration.
Service Director Corrigan reported: 1) the summer grass pickup service behind the
Community Cabin is now suspended for the winter months.
2) the Service Department is now working their regular winter hours of 8 A.M. to
4:30 P.M.
City Engineer Zurawski reported: l) have changed the phasing of traffic signals on
Lorain Road at Porter and Butternut. Sequence now wilt b® Lorain, Porter, and
Butternut as far as the green phase. This was done to allow a safer ].eft turn move-
ment off of Lorain.
2) there was a question brought up by rir. I,aomis at a previous Council rieeting with
regard to storm water drainage. Has a report prepared by Assistant City Engineer.
Apparently the problem stems from the retention basin behind the Big 0. Basin itself
is a shallow pond - actually consists of two shallow ponds. One was originally con-
structed in 1972 and the second in 1975 per orders of former City Engineer Howard
Childs. Basin outflows on the north end via A" diameter pipe with a 2'~" restricter
into an east flawing 6" diameter drain which crosses Mr. Loomis' rear yard. Drain
has been i.n,dxaining that property, for a long period of time and the basin was 3ust
eannected to it, Assistant Engineer is waxking with Mr. Barker of Big 0 and
D~,ck 7.iggen, the contractoz, for possible re-routing of that pipe. The only thing
we can da is by request because they do have the right to flow into that storm
drain,
