<br />the NOACA 208 tdater QLality Management Plan. Under Public Law 92-500, better knrnm
<br />as the Clean Water Act of 1972, Congress set two goals for restoring the nation's
<br />waters to an acceptable quality sad one of them was the pollutant diachargea into
<br />navigable waters be eliminated by 1985 and two., that all navile waters be
<br />swimarable and fishable by July 1, 1983. In May of 1975, Governor Rhodes designated
<br />NOACA as the areawide re~nsible agency for developing this 24 year water quality
<br />management plan. In Judy of 1976, the U. S. EPA authorized the initiation of a two
<br />year, 3.2 million dollar program, to draft a 208 plan for that study. Six program
<br />priorities were established and approved by the 208 Policy Beard in March of 1977.
<br />Based on these priorities, the NOACA staff began to prepaxe subplans to address each
<br />priority program. A Preliminary Draft Plan was ccm~pleted in December of 19?7 and
<br />was presented to the Technical Advisory Committee for approval.. The Technical Ad-
<br />visory Committee found the plan seriously lacking in technical and management
<br />problem definition, and, more i~ortantly, it was not understandable in terms of the
<br />inter-relationship .between programs. Oa July 19, 1978, the Draft Plau was submitted
<br />for general review and approval. On September 14, 1978, the Technical Advisory
<br />Committee elected not to support the plan because of numerous unresolved technical
<br />and management deficiencies and reconaaended the development of a docu~aent which :could
<br />be understandable by local governments and other review agencies. Chi October 4, 1478,
<br />the plan was submitted for local government approval. At last Council meeting,
<br />Mrs. Beringer introduced a resolution not approving the 208 Plan and it was suggested
<br />that a meeting be held to give Council some insight, Gomfai.ttee is still expecting
<br />more information and feels that it is dangerous to accept the elan as such. There
<br />are too many unknown factors. Understands the plan wi11 be put into Environmental
<br />Committee for review.
<br />Mxs. Petrigac, Chairman of Environmental Control Committee reported: 1) comznitteP ~p~
<br />and discussed Ordinance Na. 78-129 which is on second reading tonight. This is an
<br />ordinance regulating the transportation of radioactive materials in the City of
<br />Pdorth Olalsted. All members of the committee were present and after much discussion,
<br />committee has no objection.
<br />Discussion ensued between rSra. Petrigac and Mr. Logan as to the effectivetess of
<br />Ordinance i3o. 78-129.
<br />Mr. Boehm+ex, Chairman of Transportation, and Public safety, Health, and Welfare
<br />Committees reported: 1) committee met and discussed a liquor application for a D-5
<br />permit - a transfer from Lannings West at 23135 Lorain Road to West Hog Znn, dba
<br />The Elegant I3og Saloon at 23135 Lorain Road. Coam~ittee has no objection. Mx. Boehmer
<br />moved Council approve transfer of permit, seconded by Mr. Meaty. Affirmative vote:
<br />Beaty, Boehmer, Logan, Petrigac, Saringer, Sharpe, Wilamosky. P'btion carried.
<br />2) committee di,acussed transfex of a C-1 and C~2 permit for A Beverage Inc., dba
<br />Great Nsrthern Beverages - a transfer from 25907 to 25928.31 Great Northern Shopping
<br />Center. Committee has no objection. Mr. Boehmer moved Council approve transfer of
<br />permit, seconded by Mr. Beaty. Affirmative vote: Beaty, Boehmer, Logan, Petrlgac,
<br />Saringer, Sharpe, tdilamosky. Motion carried.
<br />3) committee discussed reconsidering the C-1 and C-2 permit for k'rsndly Beverage and
<br />Deli at 30129-31 Lorain Road because it does not violate dur '~onipg Code. After
<br />much discussion, Mr. Boehmer moved Council reconsider the C-1 and C-~2 permd.t for
<br />Fxiendly Beverage and Deli, seconded by Mr. Logan. Roll cell on motion: Affirmative
<br />vote: Beaty, Boehmer, Logan, Fetrigac, Sharpe. ~gative votes Saringer, '~Iiiamosky.
