S Ayes - 2 Nays - <br />Motion carried. <br />4) committee ~t with people from Lorain Road between Sparky Lane and Canterbury and <br />discussed the no left hand turn going into the different businesses thane. Cosmrittee <br />has not yet come up with a solution. twill be meeting tomorrow night with the owners <br />of the property to work out some kind of a solution where people can co~wei in from the <br />back and leave from the front. This wi11 have to be worked out between the property <br />owners. <br />President Limpert will be unable to attend Mr. Boehmer's meting but did urge Council <br />to take a very clone look at this particular situation. Thinks there is a lot at <br />stake for the busines~tes involved. Suggested that Council not act too hastily and <br />give it a lot of consideration. Mr. Boehmez commented that he is going to share the <br />chairmanship of this with the BZD Chairman, Mxs. Sharpe. Comm~.ttee will carefully <br />look into this situation and try to work out the: hest solution for everbody and all <br />of Council will have a say. <br />Mr. Wilamosky, chairman of Finance Committee reported: 1) committee met on December <br />4th and discussed Resolution No. 78-161 wh#,ch authorises the Director of Public <br />Service to advertise for one blueprint machine to be used by the engineering Dept. <br />The machine which is curxently being used is somewhat antiquated and in a constant <br />state of disrepair. Committee has no objection and will ask Council to suppozt <br />this resolution. <br />2) committee discussed Resolution No. 78-162 which authorizes the Service Director <br />to advertise for bids for a traffic counting machine. Committee has no objection. <br />3} committee discussed Resolution No. 78-169 which authorises the Director of Public <br />Safety to advertise for bids for one sound level machine. Committee has no objection. <br />Requested the fayor to include sufficient funds in his appropriation recoms~endation <br />to Council to provide sufficient funds for this equipment. <br />4) committee discussed Ord~.nance No. 78-178 which is on the agenda tonight on first <br />reading. This is an ordinance to make appropriations and to transfer appropriations. <br />Ordinance calls for an inter-fund transfer of $50,690 and additional appropriation of <br />$427,514 in the General Fund. Also for additional appropriation of $1G9,810 in <br />Sewer Revenue Fund. These are the only two funds - -the General Fund and the Sewer <br />Revenue Fund - where there were additional appropriations made. All of the other <br />items which are listed in the ordinance are inter-fund transfers wad there won't be <br />a need to appropriate any additional funds. This grdinance is to insure that we <br />will have sufficient funds in the various line items to get us through the balance <br />of 1978. Will be asking for suspension of rule requiring there readings to insure <br />that the Finance Director does have the necessary funds to malts the proper payments. <br />5} committee also asked the Administration to undertake a review of the records that <br />are available to us with respect to personal property taxpayers to determine if any <br />persons or firms which are located here are not paying personal property tax. <br />Mr. Logan, Chairman of Recreation, Public Parks and Auildt~-g Committee reported: <br />1) would like to comment on the B2D Committee meeting of December 4th in as much as <br />Mrs. Sharpe was ill and unable to attend. Gammittee discussed the sign code in the <br />commercial sign section of the Zoning Cod@. Several members of Council, President <br />of Council, Building Cottaaissioner Gundy, Safety Director Fetre and Ron 8ugala who is <br />Chairman: of the Sign Committee of the Planning Commission were in attendance at this <br />meeting. Discussed the deficiencies in oux honing Code with respect to co~uaercial <br />signs, tdi11 be looking at various ways to improve our Zoning Code to try to find <br />an equitable yet somewhat mare restrictive code on signs. <br /> <br />
