Council Minutes of I1-~1-78 -4- <br />The recommended appropriation is as follows: <br />Recreation Center. Expenses - $20,000. At nex <br />transfers and app~•.,priatians to cover all the <br />which should be passed on si:.~pension of rule. <br />quiring three readings to give the management <br />the Pro Shop. <br />from Fire Wages - $Z©,000 -~•- L•a <br />t regular meeting will have a number of <br />line items, but this is one Line item <br />Will ask for suspension of rule re- <br />adequate time to get the inventory into <br />Mrs. Beringer asked Mr. Wilamosky in re~::rd to Resolution No. 78-159 if there wasn't <br />discussion-about the hiring of the six clerks - that the committee did riot go along <br />with the six clerks. However, it is stated as such but would rather see the four <br />clerks and hire two new policemmen. Mr. tJilamosky said it was discussed. Tate <br />resolution reads six clerks. Thinks the Administration and I~ember# of Cov~cil who <br />were in attendance were aware that at this point in time there is pro intention of <br />hiring the additional personnel. Council has the ultimate control with respect to the <br />number of personnel in ttte upcoming appropriation ordinance. Our concern with respect <br />to hiring additional policemen is one of the highest priorities the Administration <br />has right now - to get more policemen in the City. <br />Mr. Logan, Chairman of Recreation, Public Parks and Buildings Committee reported: <br />1) the Recreation Commission had before it last week an issue which he would like to <br />discuss at this time. Clague Rosid Park, in addition to being in a very poor state of <br />repair, is also an increasing crime haven. There are many dark, isolated areas in the <br />park including a brick, block-shaped facility which houses the rest rooms and some <br />storage area. The Administration has discussed tearing it down as has the Recreation <br />Commission. Would like to add his support for the demolition of this building. One <br />recommendation that might be followed would be to increase theactivity at the park by <br />adding facilities rather than going into a regressive program and reduce facilities <br />and programs at the park. Specifically, add more tennis courts and a basketball court <br />and increase lighting. <br />2) committee met last night and discussed the Rec Complex. A number of things were <br />discussed including the possibility of Leasing.out the Pro Shog. After this year's <br />inventory is looked over and the year end results are reported, will be able to make <br />a sound determination as to whether we want to stay in the Pro Shop sporting good <br />equipment business. Also discussed the toboggan run which is not going to be open this <br />year. Approximatley $20,000 wi11 be need to repair it and we don't have the money. <br />Mr. Broader, Rec Complex Manager, has racoi~mended possibly getting into the "~rater- <br />boggan" business which is a water chute type of recreational game that is dyne thrpugh- <br />out the country and has proven to be very profitable, using some of the facilities <br />remaining from the tobaggon run. It could be done at very minimal cost sad Mr. Brpndex <br />is looking into that to give a more exact estimation of what it would cast to instpll. <br />Another paint which was discussed was what to do with the upstairs. Several people <br />are investigating what could be done with the 5,000 sq. ft. which at present is an~ <br />unfinished room. An accoesnting firm is doing a component-by-component analysis of the <br />Rec Complex which will include administrative coat,. utility costs, and pairing. it off <br />against the income generated by each component at the Rec Center. This study will <br />be available in a couple of weeks - at the latest December 15th. <br />Mrs. Fetrigac stated that one of the things that came out of that meeting was a very <br />definite challenge to this Council to make a committment in one direction or another <br />and make that committment very soon. <br />Mr. Logan added that the theme of last night's discussion had to do With the fact <br />that the City has actually two alternatives to the Rec Center. One is to get into <br />the recreation business ar two is to get out of the recreation business. Presently <br />we are doing neither. The point is we are either going to have i:o make a co4.ttment <br />to invest some money-and do it, or da something else, but not expect to ever become <br /> <br />
