Council Minute,e~ of 11-21-78 -7- <br />LEGISLATION (Cont'd): <br />Resolution No. 7ti-162 introduced by t~ir. Wilamosky was given its first reading. A <br />resolution autho;-icing the Director of Public Service to advertise for b-'ds for <br />traffic counting equipment fir use in the Engineering Department, and authorizing <br />the Mayor to contract for same. <br />Resolution No. 78-163 introduced by airs. Beringer was given its first reading. A <br />resolution not approving the Northeast (~io Areawide Coordinating Agenc;~ (NOACA) <br />recommended 208 Water Pollution Abatement Plan. <br />Ordinance No. 78-164 introduced by Mr. Boehmer was given its first. reading. An <br />ordinance amending Section 1 of Ordinance No. 77-111 entitled "An ordinance establish- <br />ing hospitalization benefits for various city employees employed by the City of <br />North Olmsted, and declaring an emergency. <br />Ordinance No. 78-165 introduced by Mr. Wilamosky was given its first reading. An <br />ordinance transferring appropriations for current expenses and other expenditures for <br />the City of North Olmsted, Ohio, for the year ending December 31, 1978 amd declaring <br />an emergency. Mr. Wilamosky asked for suspension of rule requiring three readings, <br />seconded by ~~ir. Beaty. Affirmative vote: Beaty, Boehmer, Logan, Petrigac, Beringer, <br />Sharpe, Wilamosky. Air. Wilamosky moved for adoption, seconded by Mr. Beaty. <br />Affirmative vote: Beaty, Boehmer, Logan, Petrigac, Beringer, Sharpe, Wilamosky. <br />Motion carried. Ordinance No. 78-165 adopted. <br />Under Old Business: <br />Mr. Wilamosky asked about the status of the area in Gity Line Subdivision known as <br />the recreation playground area. Had meetings with the residents there. Received a <br />letter from the developer co~aittin$ funds for the necessary improvements. Aiayor <br />Swietyniowski said he is working with the Engineer. Have been authorize!i by letter <br />to spend up to $15,000 for a small recreation site in that area. Law Director <br />Gareau said we have our options - that this area can be transferred to a viable home- <br />owners group for their own development and not necessarily transfer the $15,t300 to <br />them. Tt could be put into our General Fund or the Recreation, Fend. Mr. Wilamosky <br />stated it was his understanding that the Engineering Department in conjunction with <br />others was going to work up a development plan to utilize the $15,000, butt requested <br />some immediate relief to get .the axes cleaned, remove the pipes and debris, and get <br />the area graded. Discussion continued. Mayor agreed that it should. be cleaned up <br />and will discuss with the City Engineer. <br />Mrs. Petrigac asked if anything had been done with respect to the residents of <br />Florence Avenue who presented a petition regarding leaves at the last meeting of <br />Council. Mayor Swietyniowski replied he had met with them and they are satisfied. <br />Under New Business: <br />Mr. Logan reported that at Florence Avenue and Walter Road there is some digging <br />taking place which requires one lane of tJalter Road to be blocked at Florence, thus <br />causing t*~o-way traffic in one lane for a period of about fifty feet. Barricades <br />are not visible at night from a distance and the signs warning of the situation aze <br />within fifty feet of the construction. Mr. Corrigan said he would check into this. <br />Basically the Engineering Department rides herd on construction by builders; also <br />the Safety Forces, if in their rounds have any problems, call the Service Director. <br />Has .not received any complaints as yet. Mr. Logan also discussed the traffic <br />safety conditions on Brookpark Road with Mayor Swietyniowaki. Mayor wi11 check it <br />out personally tomorrow. <br />~_. <br />
