Council Minutes of 10-17-78 -2- <br />,~` salt for several reasons - the cost, the da~tage to the streets themselves, and the <br />rising concern with salt in the environmental cycle. The snow plows are all a year <br />older - they had very hard duty last Winter. Service Department is working to get <br />the trucks roadready for snow plows. Have on order two 10-foot plows and two 8-foot <br />plows with anticipated delivery in December. Still have the problem of vehicles for <br />the cul-de-sacs. Have the problem of equipment ability to stockpile the snow. Just <br />don't have the equipment to load trucks or to repile the snow in other locations or <br />with a greater reach away from the tool right of way, so this is an on-going problem. <br />Again, is talking about basic budgetary restrictions. <br />Safety Director Petra reported: 1) yesterday at bid opening received four bids on <br />the North Olmsted 1~ec Complex roof and after further analysis of the bids should be <br />in position to award this contract by this weekend. 2) Mayor, Police Chief, and <br />Mr. Petra met with the Lorain County Commissioners with regard to possibly using <br />Lorain County Correctional Institution on a frequent basis, providing they ~ have <br />room, to take in any of our prisoners. The advantage of this over the use of the <br />Cuyahoga County facility in ~iarrensvi.lle is two things - No. 1 cost per day and No. 2 <br />a distance factor which is a savings in vehicle expense as well as the time factor as <br />far as police officers are concerned, At same time in the near future, Council will <br />be appraised of all the details an the contract, if we are able to establish that <br />with the Commissioners of Lorain County. <br />Mr. Logan asked Mr. Petra when the roof of the Rec Complex is to be repaired. <br />Mr. Petra replied that with the materials that are expected to be used in the roof - <br />would estimate four weeks; five weeks at the most. <br />Mr. Wilamosky asked if at this point, Mr. Petra is meeting with Lorain County <br />officials and developing a contract with them tt~st will allow the housing of our <br />prisoners in Lorain County. Mr. Petra replied that after considexable discussion <br />with the Mayor and the Police Chief, feels that w~ would like to pursue this and <br />would like to enter into a contract - not one wh_°..::h would prevent us from wing the <br />Cuyahoga County facility because there may come a time when Lorain Comity facility <br />is filled. Still must leave that option open to us so there wouldn't be spy con- <br />flict. Hopefully, within the next week or ten days, will have a contract to present <br />to Council for review. Mayor Swietyniowaki commented that he does have a contract <br />on his desk. Basically it is an alternative. It gives a choice of where our <br />prisoners will be sent. With this contract, are not going to be under arty obliga- <br />tion to send prisoners to either facility - can take our choice. This wsy will <br />always have a.: opening at either place. It will be ready for Council's review at <br />the next meeting. <br />Mrs. Petrigac, Chairman Environmental Control Committee reported: 1) coamtittee met <br />on October 4, 1978 and discussed Ordinance No. 78-126, Ordinance No. 78-1~~ d <br />Ordinance No. 78-132. Committee had no objection to Ordinance No. 78-126 s will <br />move for adoption tonight. In caucus, was asked to put Ordinance No. 7$-132 on hold <br />rnttil next meeting. Coamlittee felt that Ordinance No. 78-129 needed further dis- <br />cussion. 2) at next Council meeting will be requesting legislation to havbe City Hall <br />designated a Landmark - this being the oldest municipal building in North Olmsted. <br />Mr. Beaty, Chairman of Intro-governaental Relations and Legislation Committee did not <br />have a report but conmsnted that in his absence on Air Force Reserve Doty, the other <br />two members of the committee met with regard to the appointment of Mr. Brian K. Gc~rris <br />to the Planning Conw3.ssion and approved that nomination. Would like to make a brief <br />Minority Report regarding this subject.
