Council Minutes of 9-19-78 <br />-7- <br />Ordinance No. 78-130 introduced by Mr. Wilamosky was given its first reading. An ordiaR <br />ance accepting easements from various individuals in connection with the construction ; <br />of the Porter Road storm water culvert. <br />Ordinance No. 78-131 introduced by Mrs. Beringer was given its first read+ag. !at ordinr <br />ance accepting various easess~ts fro~a property ovnars on Artedrus 1l~us snd ?lttethorn <br />Avenue covering an existing storm saver. <br />Ordinanae No. 78-13Z introduced by Mrs. Sariager was given its first readies. An ordin- <br />ance amending Chapter 94i of the Codified Orcfnanc~s entitled "Gs~r!bage and ldt" by <br />adding thereto a new Section 941.08 entitled "»sgulation of Placing of ltefuae or Gsr?-age <br />within the Public Right of Way". <br />President Limpert referred Ordinance Nos. 78-126, 78-129, and 78-132 into >l~€tviroa~antal <br />Control Committee; Ordinance No. 78-127 into Recreation, Public Parks and l~ailding <br />Committee; and Resolution Nos. 78-130 and 78-131 into Streets sad Drainage Cosed.ttee. <br />Under Old Business: <br />Mrs. Petrigac stated that with respect to the Safety Director's report regarding the <br />meeting with the homeowner's association, the association asked for the legislation <br />regarding the curfew. They plan on reproducing this in their newsletter sad since there <br />are six homeowner's associations within Ward 1, this will be a back-up in helping the <br />police by making people aware of the curfew. <br />Under New Business: <br />Mr. Boehmer scheduled a Safety Committee meeting for l~nday, September 25, 1978, at <br />7:30 P.M., and requested the Safety Director to be in attendance. <br />Mrs. Beringer scheduled a Streets and Drainage Committee msetin$ for Thursday, September <br />28, 1978, at 8:00 P.M., and requested the City Engineer to be in attendance. <br />Mrs. Petrigac scheduled an Environmental Control Committee meetistg for Wednesday, <br />October 4, 1978., at 7:30 P.M., and requested the Safety Director, City F.agr, sad <br />Wastewater Treatment Plant Superintendent to be in attendance. <br />Mr. Logan questioned Finance Director Brockman about a number of cities which are <br />appaKSitly pulling out of the Regional Income Tax Agency System and going to a <br />collection system of their own. Realizes this is a question that would certainly <br />have to be looked into at length before a decision could be made. Would Fin,snce <br />Department be able to develop a report as to whether or not it would be feasible or <br />beneficial for the City of North Olmsted to develop its own tax collecting agency? <br />Is it true that RITA is operating oa a SX collection charge which amounts to roughly <br />$75,000 a year? Mr. Brock replied that it is SX and in the area of $75,000 - <br />$80,000. Mr. Logan said it would lee appreciated if Mr. Brockman would look into <br />this question and see if we would save arty money or lase money; what xhe ramifications <br />would be for North Olmsted. Mr. Brockman stated that while he has certain ideas on <br />that, this question should be directed to the Director of the Office of Budget and <br />Management who is in charge of the income tax now. Mr. Logan asked the Mayor to pass <br />this on to Mr. Paul Gareau and the Mayor agreed to do so. <br />Mrs. Petrigac stated that she has had several inquiries from residents xthin her <br />ward as to what could be done with newspapers rather than ~uat putting them on the <br />garbage truck. Suggested that a van or truck could be placed at the Rec Complex. <br />Spoke to Manager of the Rec Complex and he advised her there was smpie room for this. <br /> <br />
