This is scmrething that has been <br />discussed in the past with the City 8agn~er sad the Mayor. It dove-tails with <br />the I and I Study relative to the Sa~i.tary $e~rer System which will be underway <br />upon award of that particular contract. The real problea is t6~tt we ate going <br />to have a physical survey etsde in detail; me ate going to Ia-?v~e to project <br />anticipated casts far proper repair. Service Road, tlxe Service <br />Garage has sn environs~antal c~~lection bin for newspapers. Anybody who has <br />newspapers can drop them aff there. This collection bin will be there just <br />through October Ist. I had only one cam;;-laint about the receptacle being there. <br />We are trying this on a trial basis as a long-range natural resource re-cycling <br />part of the City. <br />Mr. Logan asked the Service Director with respect to what was said about concrete <br />street repairs -looking at the long rsrtge problems the City faces, both paved <br />and undeveloped-streets, what type of a~-pxopriation would minir~,Ily meet your <br />standards for proper street mait~tenat-ce? tat type of yearly appropriation <br />would you sap is a minimum requi t for that adequacy, beginning imaediasiy <br />and extending aver the next. five or .ten years? Mr. Corrigan replied this is a <br />broad question and I cov~ssed a broad area. I didn'tgive detail, just spoke <br />very loosely about.caaa~crete streets. Certainly we have responsibilities far <br />asphalt streets. We have. the abi.2ity within the Serv#:ce Department to handle <br />most asphalt street repafts, provrided of course, we have the sufficient money <br />out of special funds of the General Fad. I think we had a fairly successful <br />street program th#s sums~er. I would like to expand it next summer with the <br />greater materials ~-zQVided by dollar availability. Concrete street problems go <br />back to the standards that were imposed when the streets were originally built. <br />In many cases the standards for street construction were not as strict as they <br />are now. We feel that fragment repairs really do not solve the underlying problems. <br />Some streets need rebuilding ~tnd p~etchng repairs through outside contr~tetors <br />are not the n~ost_QCOnomical way to idle the sityaton. Some of the streets <br />merit rebuilding at this t#.ae. Wlier- we get .into that, we are talking about <br />long range funding; we are talking about equity fuodag; perha;rs for a specific <br />street and a specific subdiv~.son.
